PROJECT INFORMATION: FY16 Libby Dam Emergency Lighting Summary of Work: The Libby Dam Emergency Lighting project will provide upgrades to the emergency lighting and fire safety. Emergency lighting upgrades include additional lighting to emergency egress routes, placement of LED exit signs along egress routes, and conversion from use of the existing battery system to a self-contained UL 924 listed UPS. The existing emergency lighting system is 125 VDC to power incandescent lighting when switched to emergency mode. Normal power is 120 VAC. With incandescent lighting slowing being phased out, it was recommended to no longer rely on 125 VDC for the emergency lighting system. Fire safety upgrades include updates to the egress path (including pressurization system for existing elevator, and new ladder installation), and replacement/decommissioning of existing fire alarm with new fire alarm. The existing notification and initiating circuits will be rerouted from the existing fire alarm control panel (FACP) to the new FACP. The new FACP shall maintain existing fire alarm notification and initiating circuits and add in the rest of the powerhouse into a centralized FACP. The FACP shall utilize class B circuits for both notification and initiating circuits. The fire alarm will utilize 8 Notification Amplifier Power Extender Panels (NAPEPs) to step up the voltage of the notification circuits due to the voltage drop concerns from the long distances the circuits travel in the powerhouse. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The resulting contract will be firm-fixed-price. Solicitation number W912DW-17-B-0001 will be posted to the Federal Business Opportunities (FBO) website, www.fbo.gov, on or about 9 November 2016. The solicitation will be an Invitation for Bids. Bids will be due no sooner than 30 calendar days after actual solicitation issuance date. See the solicitation for details about proposal submission. The NAICS code for this procurement is 236210, Industrial Building Construction, and the associated small business size standard is $36,500,000 in average annual receipts. The solicitation will be issued as a Total Small Business Set-Aside. A site visit will be offered approximately 2 weeks after the solicitation is made available via FBO.
