Description
Market Survey and Generic SOW This sources sought notice is for obtaining information only. This does not constitute a Request for Proposals or an Invitation for Bid and does not obligate the Government in any way. A Memorandum of Agreement (MOA) between the Department of the Defense (DoD) and the Department of Transportation (DOT) establishes that, in consideration of the National Defense and the American Merchant Marine, a mutual interest and responsibility exists for the joint establishment, maintenance and control of a Ready Reserve Force (RRF), which is an element of the National Defense Reserve Fleet (NDRF). The ships of the RRF are maintained by MARAD in various states of readiness to meet common user lift requirements of the armed services in a contingency. The RRF consists of 46 vessels as of December 28, 2016. The Maritime Administration (MARAD) is requesting information on the available capabilities to layberth between two (2) to four (4) Government Owned vessel of approximate length of 950 ft LOA and 106 ft beam. Required water depth is 34' at MLLW. The geographic area of consideration is the US East Coast and all inland navigable waterways that can safely accommodate the transit and maneuvering of the subject vessel within an approximate 100 mile transit from the Seabuoy between Norfolk, Va as the Northern Boundary and Cape Canaveral, Fl as the southern boundary. A generic SOW and wind speed data used to calculate heavy weather mooring requirements is attached. A HWMP is not required for this survey. The requirement to deploy the vessel ramp has not been determined but assume if the facility can accommodate the ramp, the Government will use the pier for that purpose up to the capacity of the facility. If you do not have a facility, but own property that can be developed for maritime use, please provide sufficient description of that property. The navigation channel should permit twenty-four hours unrestricted transit to open ocean. Please identify and provide height limitations for all bridges/overhead structures traversed from the facility to open waters. Required services are electric, water, power, sewage hookup (IAW local regulation), telephone, recycling capability, high speed internet, and unrestricted access for crew, contractors, and other authorized personnel. The North American Industry Classification System (NAICS) code is 488390 with a small business size standard of $38.5M. Interested parties shall identify their interest by submitting a capability statement. The capability statement should include the vendor's name and the name and phone number of a point of contact; location of possible facility, estimated lead time necessary to ready a facility to the generic requirements listed in the attached SOW, business size (Large Business, Small Business, Small-Disadvantaged Business, Woman Owned Small Business, Service Disabled Veteran-Owned Small Business, etc.), and estimated utility costs for the facility. business size status. All submissions shall be submitted to ken.egbuna@dot.gov by 5:00 p.m. local time on January 31, 2017. To help small businesses gain access to the financing they need to participate in transportation-related contracts, OSDBU's Financial Assistance Division manages the Short-Term Lending Program (STLP). STLP provides certified DBE's and other certified small businesses short-term working capital financing at competitive interest rates for DOT or DOT funded contracts and subcontracts.
