- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT This is a notice of intent to negotiate a sole-source contract pursuant to the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to negotiate a contract with Marisco Ltd., for the National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO) who has a requirement for drydock services for the NOAA Ship Oscar Elton Sette to support required repairs on the propellers, rudders, and ADCP transducer. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the FAR 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FAR subpart 13.5 procedures will be utilized in accordance with 41 U.S.C. 1901. The sole source determination is based on NOAA's determination that there is only one source within a reasonable distance from Honolulu, HI that has the capability of Drydocking the Oscar Elton Sette, a T-AGOS class ship. The Oscar Elton Sette is unable to travel outside of the Honolulu area because the ship has a broken propeller. The anticipated required period of performance is 1 February 2017 - 13 February 2017. Critical missions are scheduled to begin at the end of February 2017 and these repair services are required for the ship to support the FY17 field season. Responses to this notice must be provided within seven (7) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. This notice of intent is not a request for competitive proposals; however, all submittals received by the due date set forth in this notice will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 4:00 P.M. Pacific Time, January 16, 2017.
