- This solicitation is for construction of a new visitor contact ranger station in the Clarno unit of John Day Fossil Beds National Monument, near Fossil, OR. PROJECT DESCRIPTION: The Work includes the construction of a new 870-sf ranger station, site clearing, grubbing, grading, compaction, water service, sanitary sewer septic system, electrical service, building construction and finishing, HVAC, conduit for telephone and data communication lines, compound yard fencing and other related work necessary to complete the work as designed. The target substantial completion date is 11/1/17. The RFP price schedule includes the work listed above as the base award, with options for paving the driveway and to furnish and install office cabinets. A bid (offer) guarantee (for 20% of the offered price) is required prior to the RFP closing date. Payment bond (100%), performance bond (100%), and liability insurance will be required prior to contract performance. This project was previously advertised as P16PS01733 (HUBZone set-aside), which was cancelled prior to award. PROJECT LOCATION: The ranger station will be constructed in the developed area of the Clarno Unit of John Day Fossil Beds National Monument, approximately 18 miles west of Fossil, OR. Maps and information about the park may be viewed at www.nps.gov/JODA. SITE VISIT: A site visit will be held at 11:00 am on January 31, 2017. Details are in Section L. DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 236220 and the small business size standard is $36.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $250,000 and $500,000. The RFP will require offerors to submit both a technical and a price proposal; the government will consider an offeror's technical capability in comparison to its price and award to the firm whose offer represents the best value. Prospective offerors are encouraged to review new requirements codified in FAR Part 22.21 and FAR clause 52.222-62: Paid Sick Leave Under Executive Order 13706, issued January 1, 2017, before submitting their offer. The solicitation (RFP) will be issued electronically and posted on the Federal Business Opportunities (www.fbo.gov). The entire solicitation package, including drawings and specifications, will be in Microsoft Word and Adobe PDF. Offerors will submit their proposals in digital format per instructions included in the solicitation. Prospective offerors must visit FBO periodically to check for amendments and other changes to the contract documents; no notifications will be sent. No paper copies of the solicitation will be mailed or issued. All eligible responsible sources may submit an offer which shall be considered by the National Park Service, however offerors whose SAM registration is not active as of the RFP due date and time will be considered either ineligible or non-responsive and will not be considered for award. The Government reserves the right to cancel this solicitation.
