- PDF of combined synopsis/ solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The requisition number is OIG189592. The solicitation is issued as a Request for Quotation (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-93. (iv) The corresponding NAICS code is 519190 and small business size standard is $27.5 million. (v) A list of contract line item number(s) and items, quantities - Please see attached PDF for detail. (vi) Description of requirements - This is brand name requirement for First DataBank (FDB) MEDKNOWLEDGE and Medicare Module -Healthcare Common Procedure Coding System (HCPCS) subscription only. Medknowledge (formerly NDDF Plus) software license provides suggested wholesale price and other pricing data for all drugs approved by the Food and Drug Administration. FDB Medknowledge allows OIG to access modules that are critical to its data analysis work, including the Drug-Disease Contraindications Module, the Indications Module; the Geriatric Precautions Module; and the Medical Lexicon Module. Also, the OIG analysts have relied upon the Medicare module HCPCS information for data analysis developed to support numerous existing Medicare fraud investigations, new referrals for possible investigations, as well as ongoing criminal and/or civil litigation. This database enables the OIG to conduct extensive data analysis to continue oversight of the Medicare programs. OIG analysts and database administrators have created a reliable system that can only be supported with Medknowlege and HCPCS product. (vii) Delivery and all services are to be delivered FOB to Washington, DC. The period of performance shall be for a 12-month period, as follows: 01/15/2017 - 01/15/2018 (viii) The provision at provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. (x) Offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clauses at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition.
