This is a SOURCES SOUGHT NOTICE only for the purpose of Market Research. Response to this notice will be used for information and planning purposes. No proposals or quotes are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS or QUOTES and NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall NOT be construed as solicitation or as an obligation on the part of the Department of Veterans Affairs. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Gulf Coast Veterans Health Care System (GCVHCS) is seeking Service Disabled Veteran Owned Small Businesses (SDVOSBs), but will accept other small businesses for market research) capable of providing labor, equipment, and supplies to complete maintenance service for two Cummins/Onan and three Kohler generators located at the GCVHCS in Biloxi, MS. The GCVHCS is looking to award a base plus four option years firm-fixed contract for the period of performance beginning April 1, 2017, or from date of award, until completion of contract, to be exercised at the Government s discretion. See Statement of Work (SOW) for detailed services. Offeror s response to this Notice shall be limited to 5 pages and shall include the following information: Offeror s company name, DUNS, Federal Tax ID, address, point of contact, title, phone number, and email address. Offeror s interest in bidding on the solicitation when it is issued to www.fbo.gov. Offeror s capability to meet this requirement including any current contracts (Civilian or Government). Response must show clear and convincing evidence that your company has the capabilities and qualifications to provide this service to be considered as a source. SDVOSB and VOSB shall also show evidence that they will perform 51% of the work. All parties are asked to identify any subcontractors that shall also be utilized. Offeror s type of business (small or large) and socioeconomic status whether Service Disable Veteran Owned, Veteran Owned, Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc. If applicable, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned (VOSB) must be verified with the seal in VetBiz to be considered as a source. Same for/with subcontractor. The NAICS code 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair Maintenance and the Size Standard is $7.5 million. Responses must be received by no later than 3:00 p.m. Eastern Time, January 17, 2017. Responses shall be emailed to rene.impey@va.gov using Sources Sought #VA256-17-Q-0150 in the subject line. Facsimile or Telephonic responses will not be accepted. Simply responding as an interested party in www.FBO.gov does not constitute your company as a source. Offeror must provide the above requested information by the time and date specified to be considered a source. After review of the responses to this sources sought notice, a solicitation announcement may be published on the FedBizOps website in the near future. Responses to this sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought notice. All interested parties are reminded to be registered with the System for Award Management (SAM) at http://www.SAM.gov in order to be eligible for award of Government contracts. Statement of Work Generator Maintenance, Biloxi, MS The Gulf Coast Veterans Health Care System (GCVHCS), Engineering, Electric Shop, Biloxi, MS, requires the Contractor to provided labor equipment and supplies to complete maintenance on two (2) Cummins/Onan and three (3) Kohler Generators. The five generators work in tandem to meet the necessary power requirements of the Medical Center. The two (2) older Cummins/Onan generators will require extensive maintenance repair procedures while the three Kohler units will need basic maintenance servicing. Two (2) Modbus PLC Interface Processors (Part #GM 63653) shall be installed to provide functional control and integration of the above listed generator units. Maintenance of the two (2) Cummins/Onan generators (2000-KW each) shall consist of the following: The systems radiators shall be flushed Thermostats shall be replaced. The coolant filter housing replaced and returned to normal operating condition. Various parts will need to be installed, and some parts shall be custom made or altered for this service. Replacement of coolant. Maintenance of the two (2) Kohler generators (2,250-KW each) shall consist of the following: Provide Two (2) Modbus PLC Interface Processors (Part #GM 63653) shall be installed to provide functional control and integration of the above listed generator units. Maintenance of the one (1) Kohler generators (1600-KW) shall consist of the following: Maintenance from the Periodic Maintenance Chart shall be followed from the sections as specified: Basic block, Fuel system, Lubrication system, Cooling system, Air inlet system, Electrical system and Air- start system. Services also shall consist of Checking Protection Devices for Proper Operations: High coolant temperature, low oil pressure, over speeding, start failure, water supply failure, under voltage, overvoltage, overcurrent, low coolant level in tank, low fuel level in tank, low air pressure in tank. Services also shall consist of Checking Auxiliary Devices for Proper Operation: Engine control, fuel transfer pump, governor motor, room ventilating fan, solenoid, storage pump, water tank ball tap, water heater, oil heater and oil priming pump. The Contractor shall supply only original equipment manufacturer (OEM) manufactured or approved new parts. No refurbished, used or re-stocked parts will be sent. Contractor shall provide technicians who are certified to work on the specified equipment. The contractor shall provide a service ticket for the service at the completion of the work. This ticket must show the service performed, parts used, and signature of employee completing work. The contractor shall ship all parts and provide service in the most expeditious manner available. Any part or service not covered by this service contract will not be completed without first procuring a formal purchase order from the GCVHCS, Engineering Service, Biloxi, MS 39531. Contractor shall take all precautions necessary to protect persons and property from damage during performance of this contract. Contractor shall be responsible for any injury to himself or his employees, or others, as well as for any damage to personal property that occurs during the performance of this contract that is caused by him/her or his/her employee s fault or negligence. The contractor shall maintain personal liability and property damage insurance prescribed by the laws of the State of Mississippi. Contractor shall provide services during normal work hours of 8:00 a.m. to 4:30 p.m., Monday through Friday, except Federal Holidays. Federal Holidays are: New Year s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and any other day specifically declared a by the President of the United States to be a federal holiday. The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract.
