- The US Army Engineer Research and Development Center (ERDC) - Vicksburg, MS intends to issue a sole source award to Jasco Applied Sciences for underwater acoustic sound propagation models and expertise in the acoustics of complex shallow water (< 80 ft. depth) environments. Jasco Applied Sciences is the only source that can provide these services that can meet the full extent of the requirement which include services to develop an underwater acoustic deterrent system for invasive species in complex, shallow-freshwater in and around locks and dams. The requirement consists of a 7-day deployment to assess the ambient, vessel and operations noise, relative to proposed sound profiles, development of initial sound propagation model and proposed equipment; design and deploy temporary sound barriers at locks and dams; calibrate and fine-tune sound propagation model based on 30-day field trail as well as develop failure profiles, and design and recommend development of user-friendly autonomous systems with feedbacks and fail safes for long-term use at locks and dams. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 541330 (Engineering Services), with a size standard of $15 million. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement may be submitted to Janalyn Dement at Janalyn.H.Dement@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 10 days from the posted date of this notice.
