- Request for Information (RFI) for Assessment of Aerodynamic Effects on Directed Energy (DE) Systems THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. This RFI is ISSUED for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Information identified as Proprietary will be safeguarded in accordance with the applicable Government regulations. Formal notices will be posted on the Federal Business Opportunities (FBO) website, http://www.fbo.gov. GENERAL INFORMATION: The Air Force Arnold Engineering Development Complex (AEDC) with locations at Arnold Air Force Base, TN, White Oak, MD, and Mountain View, CA, is performing market research to assess the aerodynamic ground testing requirements of Directed Energy (DE) weapons systems providers. AEDC is home to many of the nation's unique aerodynamic test facilities, with airspeed capability ranging from low subsonic to hypersonic and facility test section size ranging from 4 feet to 80 feet x 120 feet. RESPONSE INSTRUCTIONS: Only US firms with a CAGE code are requested to respond. All interested parties are requested to contact Ms. Malisa Ford by e-mail or phone (e-mail strongly preferred) with any questions regarding this RFI. All replies to this RFI are to be emailed to Malisa Ford and Edward Mickle in MS Office or Adobe format via approved delivery services for limited distribution, International Traffic in Arms Regulation, (ITAR) controlled information. Paper copies will not be accepted. All responses to this RFI must be received by 0900 CST, 23 February 2017. Defense Logistic Information Service (DLIS) listed firms with flight-capable DE systems of TRL 6 and greater are encouraged to request access to the locked file containing the survey questionnaire. All responses are ITAR restricted. Classified responses are permitted; however, they must be transmitted via SIPRNet to the address included in the survey questionnaire.
