SOCIAL SECURITY ADMINISTRATION (SSA) REQUEST FOR INFORMATION SSA-RFI-17-3359-1002 SSA ENTERPRISE DATA WAREHOUSE METADATA REPOSTIORY This is a REQUEST FOR INFORMATION. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. Please reference SSA-RFI-17-3359-1002 when responding to this announcement. 1. OBJECTIVE SSA is seeking a cloud-capable metadata software solution to address the agency's Enterprise Data Warehouse (EDW) needs. The solution will support thousands of concurrent users accessing hundreds of terabytes of data from a variety of standard business intelligence (BI) and advanced analytics tools. 2. BACKGROUND SSA requires a solution supporting the agency's Enterprise Data Warehouse (DW) using a Commercial off the Shelf (COTS) metadata repository product. SSA should be able to identify at an enterprise level how data is constructed, what data exists, what the data means and know the lineage of the data. The product should provide a high level of performance and support for databases, taking into consideration large data volumes with highly complex data sets and queries 3. High-level Requirements SSA is seeking a COTS solution to enhance our metadata capabilities to provide further insight into our enterprise architecture for business and technical users. In addition, SSA is increasingly using cloud technologies for internal and external management consistent with the hybrid approach described. The Enterprise Data Warehouse Metadata Repository is expected to play a major role to improve corporate information management. • Key performance indicators - The SSA agency should be able to identify at an enterprise level how data is constructed, what data exists, what the data means and know the lineage of the data. It should:  Support a large number of concurrent users  Use available benchmarks to illustrate performance and capacity capabilities  Detail how fast data is loaded into the product  Provide a tool or utility that reports and monitors system performance and usage The Requirements sections below specifies the mandatory metadata requirements that are standards for the agency. Security • The solution must leverage existing LDAP directory service implementation, specifically LDAP v3 authentication and authorization using role base security provisioning; • The solution must meet federal Security Technical Implementation Guide (STIG) or Center for Internet Security (CIS) standards; • PIV-functional where product supports 2-factor authentication; • Meets federal FISMA 800-53 (Moderate); • FedRAMP-compliant (Moderate). • Ability to restrict users from viewing/updating metadata elements or specific application functionality consistent with general environmental considerations • Ability to interact with third party security tools, activity directory (list the tools you interact with) • Provide the capability for passing individual user credentials directly to authenticate and connect to the source database (rather than using a generic account). Product Architecture and Infrastructure • The solution must support Red Hat Enterprise Linux. • SSA must be able to install the solution on Red Hat Enterprise Linux or a virtual Linux environment without vendor assistance. • The solution must be IPv4 and IPv6 compatible. Licensing Software must be licensed to operate anywhere SSA workloads are being executed. The software license must have an option for an Enterprise License (65,000+ users). Security and Data Privacy • Manage users and data security including role based access control, single sign-on (Kerberos) and LDAP integration. • Provide authorization or access control on content by user groups. • Audit capabilities • Must meet federal Security Technical Implementation Guide (STIG) standards Data Services • API capabilities o Provide native API with capability to load and retrieve metadata in an automated fashion such as logical business names and descriptions, metadata lineage, and details on changes to the metadata, as well as the ability to export to an external source such as a flat file or third party Metadata Repository. Describe API. o API must provide the following:  Create metadata  Read metadata  Update/manipulate metadata  Set relationships between metadata objects  Delete metadata • SDLC Management o Ability to store information from multiple life cycles and environments for any object. o Provide the ability to run the tool in Development, Validation, Integration and Production environments. It should be possible to copy queries from one environment and run the queries with just minimal changes such as updating the database prefixes in the other environment. • Database Types o Provides multi-source capability, combining data from multiple sources as a single database (i.e. combining legacy data and relational data sources) • Data Loads o Provides an automated interface to load data in different formats into the repository (i.e. MS Word, Excel, PDFs, CSVs, JSON, and XML.Erwin) List ways to load data into your product • Processing/Automation o Ability to load data manually using a GUI admin tool o Ability to automate scan loads using a GUI admin tool • Database Connection o Ability to connect to a database server using native drivers. • Connect Across Data Sources o Provides the ability to perform cross platform joins between mainframe files (DB2) and Oracle, SQL Server, and other databases. o Provide the ability to write queries using many tables from many different databases, as well as the ability to access multiple database types from a single query. • Data Access o Ability to access Hadoop data through multiple access mechanisms (Cloudera Impala, Hive, etc.), as well as access to non-relational data systems such as No SQL, SAS, etc. • Capture/Collect Data o Ability to examine and process collection of objects. • Data Exploration o Ability to store information on relationships between objects (i.e. Data Lineage, Complex SQL parsing for MQTs, Views, Databases, Schemas, Tables, Triggers, Stored Procedures, Columns, MVs). o Ability to search across all metadata objects (i.e. Google like search). o Ability to manually link/stitch objects and display relationships in GUI admin tool and end-user web application. o Ability to automate and perform bulk linking/stitching for objects. o Ability to change an attribute in several entities (i.e. Database, Table, Column). o Ability to parse complex sql statements and capture dependencies. Statements used for DB2 Materialized Query Tables (MQTs) and Oracle Materialized Views (MVs). o Ability to capture unions in DB2 Materialized Query Tables (MQTs) and Oracle Materialized Views (MVs) and Views. o Ability to coalesce using multiple columns and/or literals. o Ability to capture if a column has been renamed in a view. o Ability to capture synonyms for all objects (i.e. columns, tables, databases, etc...). • Scanner Tools o Ability to scan all metadata types contained in the following versions:  DB2-Version 11  Oracle - Version 12c  PostgreSQL Version 8.2.15  Greenplum - Version 4.3.8.1  MS-SQL Server - Version 2014  MS-Excel - Version 2013  Copy Books  ERWIN - Version 9.6.xxx  OBIEE - Version 12  Tableau - Version 9.3  Oracle EPM - Version 11.1.2.4  Informatica - Version 9.6.xxx  WebFOCUS - Version 8 o Support for 3rd party scheduler to schedule the scanner tools o Scans third party ETL tools (Ab Initio, Informatica, etc...) o Extract and load metadata from NoSQL data stores (i.e. Mongo, Hadoop, etc.) o Ability to automatically/manually re scan and load selected objects and report on deltas • Reusable Objects o Ability to reuse common elements to show similar implementations • Product Functions - Mapping o Provides ability to relate information from one object to another with specific properties o Ability to relate physical objects to business objects • Product Functions o Provide the ability to create a semantic layer that includes storing logical/business names and descriptions. o Ability to extend product to store nonnative metadata/properties. • Audit Capabilities o Provide utilities or features that audit / verify the integrity of the metadata (reports, objects, dashboards, etc.) for both migrations as well as upgrades. o Provide the ability to search for metadata, as well as advanced searches to track or audit changes in the metadata. o Ability to provide a search mechanism that can search all objects in the repository. o Ability to search for specific object types. o Ability to filter down objects in a search result. • Admin/Hardware/Software Platform o Provide GUI Administration Tools to manage the product installation and configuration o Ability to assign permissions based on roles or groups for the web front end and administration tools. o Ability to utilize LDAP system to authenticate users • Monitoring tools & utilities/Console o Ability to track user connectivity, activity (real time or log based). • Migration Facility/Console o Provides an easy to use, GUI-based administration and migration utility to manage, package, and deploy migrations, and promote code from one environment to another, seamlessly, while allowing multiple teams to develop in parallel without issues. • Object movement o Ability to combine objects of similar characteristics in one object • Commands & Syntax o Provides capabilities for keyboard shortcuts or a set of actions for quick commands. • Scheduling capabilities o Provides a dashboard with the ability to run reports online or schedule jobs to run reports / queries at designated times and frequencies, as well as distribution capabilities (Email, SharePoint, FTP, etc.). • Query Thresholds o Provide the ability to size and estimate queries and establish restrictions on long or heavy queries (i.e. allow certain queries only at certain "non-peak" hours or days), as well as the ability to stop the query once it has been executed. • Impact Analysis o Ability to identify where a change occurs natively across all objects or a subset of objects (aka Impact Analysis). • Versioning capabilities o Provide the ability to manage versions of metadata objects over time. • Alerts & Notifications o Provide an auto-alert capability when resources hit the established threshold, as well as the ability to configure the auto-spawning of additional services when needed. o Provides the ability to alert groups of users automatically when a change is made to a report or group of reports. o Provide a utility or feature to enable proactive notification if metadata changes. • Reporting o Data Dictionary o Impact Analysis • Import/Export capabilities o Ability to create custom views/reports of information in multiple different formats (i.e. MS Word, Excel, PDFs, CSVs, JSON, XML, etc...). • Integration with External Tools o Provides CASE tools integration. o Ability to interact with the Cloudera Navigator API to send and/or receive metadata. • Use of Physical or Business Names o Provide the ability to create queries or reports using either business data element names or physical data element names. • Web Front End o Provide a Front End Web Application that displays metadata to end-users. o Provide a Front End Web Application that displays graphical reporting, data visualization for lineage, physical objects, and business/logical information. o Provide a Front End Web Application that is customizable. Logging • Must have the ability to view the archived logs and output of a job to review scheduling and logging for a minimum of 31 days • Ability to reference logs within the software environment that will display the audit trail of all actions and statuses including the date, time and use ID of the person who made changes to assist in problem analysis and review • Ability to set logging levels (i.e. debug, verbose mode) UNIX-Based Solutions • The solution must support Red Hat Enterprise Linux • SSA must be able to install the solution on Red Hat Enterprise Linux without vendor assistance • The solution must have maintenance updates available to manually upgrade the server software • SSA must be able to install the software maintenance updates without vendor assistance • The solution must have the ability to disable auto update capability • The solution must the ability to enable all required server features • The solution must allow for data to be backed up without user intervention and without system downtime • The solutions must allow users with the appropriate rights to modify user permission levels Support Services • Provide maintenance which includes a subscription to upgrades, updates, fixes & patches to the source code that are downloadable • Severity Level 1 (system unavailable) problems will be responded to by the vendor within 1 hour of SSA reporting the problem • Provide a customer support system including a 24x7 technical support phone number and an accessible online web knowledge database so SSA can do the following: • Review and download product documentation including guides, manuals, technical bulletins, flashes and release notes • Access an up-to-date knowledge database(s) including FAQs documentation and resolutions for commonly experienced problems • Research product capabilities • Receive notification of availability of maintenance and upgrades • Research product release and maintenance information • Research already identified and resolved problems • Submit and monitor problem incident reports for vendor investigation and resolution • Obtain corrective software service for defects • Use email to communicate and send technical information during the problem resolution process 4. CONSIDERATIONS AND CONSTRAINTS • The solution must support Red Hat Enterprise Linux. • SSA must be able to install the solution on Red Hat Enterprise Linux or a virtual Linux environment without vendor assistance. • The solution must be IPv4 and IPv6 compatible. • Software must be licensed to operate anywhere SSA workloads are being executed. The software license must have an option for an Enterprise License (65,000+ users). • Support for software is an essential part of any lease, subscription or purchase for SSA. Indicate the type and level of code support, business continuity, and availability of installation, help desk and other training and deployment support. 5. USE OF RESULTS AND CONFIDENTIALITY This is a sources sought announcement for planning purposes only and is NOT to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded resulting directly from this announcement. Responses to this sources sought/market research notice will be used by the Government to make appropriate acquisition decisions. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the results of the evaluation of the information received and submittals will not be returned to the sender. No telephone calls will be accepted requesting a bid package or solicitation. There is no quote package or solicitation. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any document submitted in response to this RFI that contains proprietary information must be marked on the outside as containing proprietary information. Each page upon which properiatory information appears must be marked as containing proprietary information. The proprietary information must be clearly identifiable to the reader wherever it appears. All other information will not be treated as proprietary. The Government will not return any information submitted in response to this notice. The Government reserves the right to contact, or not contact, any party responding to this notice in order to obtain further information for market research purposes. 6. RESPONSE INSTRUCTIONS Interested vendors that believe they have the capability to address the topics described herein are invited to reply to this notice. SSA is particularly interested in locating interested vendors able to perform all scope areas listed herein. Respondents must submit capability statements and information describing the general approach to addressing the topics. Respondents should limit their responses to 20 pages total, using 12 point font. Simple marketing information or reference to vendor web sites will not be considered responsive to this notice. Interested sources that believe they have the ability to provide the items and perform the services listed herein should submit a detailed statement of their capabilities electronically via email to Katherine.Medeiros@ssa.gov.
