Description
Solicitation No. W912BV-17-R-0001 issued on 10 January 2017 with proposals due 16 February 2017. Attached Solicitation No. W912BV-17-R-0001 is issued on 19 January 2017 with proposals due 16 February 2017. All questions regarding this SYNOPSIS should be submitted in writing to the following E-Mail address: Brenda.K.Anderson@usace.army.mil. This acquisition is to be competed as an 8(a) Set-Aside Solicitation as part of the U.S. Army Corps of Engineers, Northwestern, Southwestern, and South Pacific Divisions' Multiple Environmental Government Acquisition (MEGA) Plan. This synopsis is for the purpose of a pre-solicitation notification only. The Tulsa District, U.S. Army Corps of Engineers intends to issue Solicitation No. W912BV-17-R-0001 for a Firm-Fixed Price Indefinite Delivery Multiple Award Task Order Contract (MATOC) for Environmental Consulting Services for projects within the Geographic Boundaries of the Southwest Division (SWD) and projects assigned to the Southwest Division (SWD) in accordance with UAI Subpart 7.1 and ER 5-1-10. The Indefinite Delivery Contracts (IDCs) awarded will be firm-fixed-price for a wide range of environmental services, including but not limited to, the following areas: environmental quality and compliance, environmental engineering and technical support, environmental management system support, environmental analysis, environmental program management support, environmental sampling of various media, laboratory testing, environmental and occupational safety and health compliance audits and training, environmental assessments, environmental data inventories, hazardous and regulated waste handling, management, and recycling, permit applications, community involvement, environmental services, environmental investigation, natural resources conservation support, cultural resources support, and other scientific and technological investigations. This solicitation will facilitate award of up to three (3) IDCs with a maximum shared capacity of $60 million. However, if the Contracting Officer determines during the source selection process that fewer or more than three (3) contracts should be awarded, based upon the selection criteria, the Contracting Officer has the discretion of adjusting that number, or awarding none at all. Evaluation of proposals will be performed on a "Trade-Off Best Value" basis. Contracts will have a base period of three years and one two-year option period. The applicable North American Industrial Classification System (NAICS) Code is 541620 with an associated Small Business Size Standard, as established by the U.S. Small Business Administration, of $15,000,000.00. The solicitation will be issued via Internet only on the FedBizOpps Website at http://www.fbo.gov. Notification of amendments shall be made via FedBizOpps only. It is the contractors' responsibility to check the above listed internet address daily for any posted changes to the solicitation. Any amendments issued to the solicitation must be acknowledged by potential offerors. No corrections and/or changes to proposals will be allowed after the proposal submittal due date and time. Solicitation issue date is on or about 15 December 2016. Proposals are anticipated to be due on or about 18 January 2017. Contractors must be registered and current with the System for Award Management (SAM) database in order to receive a Government contract award.
