Description
The Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a COLD AND HOT Rotary Forging Machine. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 333517. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The Government does not intend to award a purchase order on the basis of this market survey or otherwise pay for information solicited. Rock Island Arsenal will only utilize the information you provide in developing its acquisition approach for future requirements. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability and 3) Evidence your firm has provided similar type items. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 3:00 p.m. Central Time, 13 Jan 17. All responses under this Sources Sought Notice must be emailed to Samantha Keegan at samantha.m.keegan.civ@mail.mil. If additional time is needed to submit a response, please contact Samantha Keegan at samantha.m.keegan.civ@mail.mil. The requirement is for a Rotary Forging Machine, including machine base, Feed Carriage, Parts Gripper, Mandrel Adapter, Swaging Unit, and Parts Counter Alignment. The Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC) intends to manufacture 5.56 millimeter (mm)/.223 caliber, and 7.62mm/.30 caliber rifled barrels for the M249 and M240 small arms weapons systems. The contractor shall provide and install the rotary forging machine where actions to provide and install the machine are the contractor's responsibility unless otherwise stated in the attached Purchase Description. The mechanically-actuated rotary forging machine shall be designed and manufactured to enable rotary forging of solid, gun-drilled, or tubular cylinders with a maximum power of at least 75 kilowatts. The machine shall be capable of radially forging of heated, or cold tubes, solid or pre-drilled cylinders. The machine shall be comprised of a manipulator, feeder carriage with a feed axis and mandrel, a swaging unit, four radially-opposed mechanically actuated rams, a programmable controller, a Quality Assurance Air Gauge Machine and a Hearing & Safety enclosure. The rotary forging machine shall be installed in Building 222 Annex of RIA-JMTC. This equipment shall be new and unused and is required to be a standard product of the manufacturer and shall require either no change or minor design changes to meet requirements of the specifications. Therefore, ownership of the design will remain with the manufacturer. In addition to the basic machine there are options for additional 5.56 mm and 7.62 mm mandrels with corresponding die kits. The basic machine will be required to be priced with options available up to 1 year after award.
