- The U.S. Department of Agriculture, ARS, WBSC, Peoria, IL, intends to award a sole source procurement to Empire Controls, LLC, PO Box 1210, Chelan, WA 98816 for refurbishing the Controlled Atmosphere (CA) storage chambers control system. The following services will be provided by Empire Controls, LLC: Refurbish the solenoid valves and associated flexible tubing and fittings for the existing controlled atmosphere (CA) storage facility in cold rooms 10 and 11. Develop revised system control software to control gas management electronics and provide a new Windows 7 based computer on which the revised system control software is preinstalled. Supply and install (190) Humphrey solenoid valves. Supply and replace all existing 1/8" ID tubing and fittings with 1/4" ID tubing and fittings, including on back of chambers. Supply and install new I/O modules and racks. Empire Controls, LLC is a private refrigeration control company based in Chelan, Washington. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The services will be provided for the USDA-ARS TREE FRUIT RES LAB 1104 N. Western Ave. WENATCHEE, WA 98801. The Government intends to award a firm fixed price purchase order on or about January 25, 2017. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM Central Standard Time, January 23, 2017. Information received will be considered solely for determining whether to conduct a competitive procurement.
