- The United States Environmental Protection Agency, Region 9, 75 Hawthorne Street, San Francisco, CA 94105 intends to award a Sole Source purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, to Pacific Bell Telephone Company, 12851 Manchester, Room 1-w-250, Des Peres, MO, 631 31-1802. This requirement is for the acquisition of fixed line telephone services such as ISDN, DSL, and Commercial Lines. There are 13 phone lines that cover services in the following locations: San Francisco CA, Richmond CA, Los Angeles CA, San Diego CA and Nevada. U.S. EPA is requesting services for approximately 13 lines for these locations for twelve (12) months of service. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION WILL BE POSTED. EPA believes Pacific Bell Telephone Company is the only source that can provide the specified telephone services to U.S. EPA, Region 9 while retaining existing telephone numbers and levels of service. All interested parties who believe they can provide the required supplies should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. The documentation provided must include sufficient detail to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead submits only a routine or standard letter requesting a copy of the statement of work, or provides only basic corporate information will not be considered. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
