- The United States Secret Service (USSS) intends to negotiate on a sole source basis with 3M Cogent, Inc., 639 North Rosemead Boulevard, Pasadena, CA 91107 for proprietary maintenance on an estimated 124 Live-Scan workstations and printers located in USSS Field Offices throughout the United States for a period of performance from the date of award plus 12 months. The current Live-Scan units utilize 3M Cogent, Inc.'s hardware and software components for use in the maintenance of the systems and are used in the existing 3M Cogent System infrastructure. Efficiencies in use are expected because the software and system integration is based on and consisting of 3M Cogent, Inc's proprietary knowledge base and technology. This information is not leased or contracted out to a third party maintenance provider and therefore can only be provided by a 3M Cogent, Inc., service provider. This notice is neither a request for proposal nor a solicitation of offers. Based on this requirement, the Government intends to solicit and negotiate with one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed requirement on a full and open competitive basis upon receipt of responses to this notice is solely within the discretion of the Government. No formal solicitation package is available. Only written e-mails to linda.mcadams@usss.dhs.gov inquiries will be responded to and must be received no later than 2:00 pm, EST, January 13, 2017. The Government shall not be responsible for any costs in the preparation of responses to this announcement.
