- SOW Instructions/Clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and under the authority of FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Request for Quotation (RFQ) is issued under RFQ No. FRA17DATAANALYSIS and includes incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-92-1. The North American Industry Classification System (NAICS) Code for this procurement is 541690 "Other Scientific and Technical Consulting Services". The Federal Railroad Administration (FRA) intends to acquire analysis of maintenance-of-way (MOW) employee accidents and incidents along with the corresponding schedule data for employees to determine if there is a correlation between fatigue and accidents and incidents. See attached Statement of Work (SOW) for period of performance and deliverables. The Government anticipates issue of a firm-fixed-price (FFP) order. Extended Description: Delivery: The period of performance for this order should be 8 months from date of award. The following provisions and clauses apply to the solicitation The FAR Clause at 52.212-1, Instructions to Offerors-Commercial Items. Each offeror is required to submit their Request for proposal as specified in FAR Provision 52.212-1, Evaluation-Commercial Items, 52.212-2 ; 52.212-3, Offeror Representations and Certifications -- Commercial Item; 52.212-4 Contract Terms and Conditions - Commercial Items, 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (applicable clauses included as an attachment) and 52.203-98 Prohibition on Contracting with Entities that Require Certain Internal Confidentiality Agreements. Interested vendors are reminded that award can only be made to a contractor who is registered in accordance with FAR 52.204-7. Additionally, in accordance with FAR 12.302, the FAR Clause at 52.212-1 is tailored to include addendum 1 below: Instructions: Interested vendors shall prepare their quotation with the attached "Instructions to Offerors/Clauses" and the attached "SOW". Quote Submission: Vendors are encouraged to direct any questions by e-mail to the Contract Specialist, Brittany Alvarenga at Brittany.Alvarenga@dot.gov. Questions regarding this combined synopsis/solicitation shall be submitted to the email address above no later than January 13, 2017 at 2:00 PM EST. Any questions received after this time/date may or may not be answered due to time constraints of this combined synopsis/solicitation. The Government will make award to the responsive, responsible firm, whose quotation represents the best value to the Government. The evaluation criteria are Technical Approach/Key Personnel, Past Performance and Price. Quotations are due no later than January 18, 2017 at 2:00 PM EST time and should be submitted via e-mail to Brittany Alvarenga at Brittany.Alvarenga@dot.gov. No late responses will be accepted. No telephone inquiries will be accepted.
