Description
The National Renewable Energy Laboratory (NREL), in collaboration with the U.S. Department of Energy (DOE), through the Office of Energy Efficiency & Renewable Energy (EERE) is issuing a formal Sources Sought for organizations interested in providing Systems Integration support for the DOE Hydrogen and Fuel Cells Program. This formal Sources Sought request will help identify organizations wanting to respond to a future Request for Proposal (RFP). In this case, submitting a proposal for the Sources Sought is a prerequisite for any applicant wishing to submit a response to a future RFP. Background: The National Renewable Energy Laboratory's (NREL's) Systems Engineering and Program Integration Office, in support of the U.S. Department of Energy (DOE), is providing Systems Integration support for the DOE Hydrogen and Fuel Cells Program. This support includes four primary tasks: 1. Planning and coordination of the program's Annual Merit Review (AMR) 2. Compilation and integration of the Annual Progress Report (APR) 3. Support to the Hydrogen and Fuel Cell Technical Advisory Committee (HTAC) 4. Technical analysis for several subprogram and technical team areas. The AMR is a 1,000+ person attended meeting with five (5) or more concurrent technical sessions. The AMR requires six months of planning with DOE staff, NREL staff and DOE contractors. The primary skillsets required for the AMR task include a dedicated meeting planning/facilitation expert, project management skills for leading a six month meeting planning effort and working with the meeting venue and sub-tier contractors as necessary, and technical editing skills for Microsoft PowerPoint files and Adobe PDFs files. The Annual Progress Report is a yearly report published by the DOE Hydrogen and Fuel Cells Program that outlines the yearly technical results/progress of approximately 200 projects that the DOE Hydrogen and Fuel Cells Program sponsors. The primary skillsets required to carry out this effort include: project management and project tracking of the 200 individual technical reports that comprise the overall Report, change management to document edits received to individual reports, technical editing skills including graphic manipulation, MS Word editing, and PDF editing required to compile the final Report. The HTAC is a federal advisory committee to the DOE Hydrogen and Fuel Cells program. The primary skills required for this task are meeting planning/facilitation skills for two annual HTAC meetings with approximately 50 total participants, project management skills required for planning the meetings and organizing support contractors as necessary (i.e. audio visual support), and technical editing skills associated with MS PowerPoint and PDF manipulation. The technical analysis task includes general engineering analysis and note taking support for DOE technical teams. The engineering analysis may include general engineering analysis and techno economic analysis of hydrogen production pathways and ‘green' vehicle technologies (i.e. fuel cell electric vehicles and hybrid electric vehicles). The note taking aspect of this task requires a person with a technical engineering background that interacts at technical team meetings to interpret and translate outcomes from the technical team meetings. Sources Sought Information must include the following: • Point of Contact information (mailing address and email) • Description of potential project Team (include resumes as attachments). • Approaches to coordinating the logistics for technical meetings, both small and large. • Examples of past performance in the area of technical project support. • Technical experience in Hydrogen and Fuel cell areas, and working with NREL and EERE • Provide an example of a large technical document that the organization has prepared. • Provide examples of engineering and technical analysis, including the topic of engineering analysis provided.
