- The Naval Air Systems Command (NAVAIR) awarded Bell Helicopter Textron, Inc. (BHTI) a cost plus fixed fee (CPFF) delivery order under Basic Ordering Agreement (BOA) N00019-16-G-0012. This delivery order provides on-site engineering support to Fleet Readiness Center - East (FRC-E) in support of UH-1Y and AH-1Z aircraft depot stand-up initial repair capability. This requirement was procured in accordance with the statutory authority permitting other than Full and Open Competition under 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirements. BHTI is the sole designer, developer, and producer of the H-1 aircraft and is the only known source that possesses the engineering data, technical skills, tooling, and requisite knowledge of the design, fabrication, performance, operation, maintenance, and support characteristics necessary to provide the FRC-E depot standup engineering support.
