Description
1. Background. The mission of the Department of State, Bureau of Diplomatic Security, Dignitary Protection Division (DS/P/DP) includes "the protection of the Secretary of State, other senior government officials, visiting foreign dignitaries, and foreign missions in the United States, The Department of State has a legal responsibility through Title 22 US Code 266 to provide personal protection to representatives of foreign governments during their visits to the United States". A major portion of this mission involves the protection of dignitaries during the annual meeting of the United Nations General Assembly (UNGA) in New York City. 2. Scope. The Department of State, Bureau of Diplomatic Security, Dignitary Protection Division is responsible for coordinating dignitary protection during the annual meeting of the UN General Assembly. The required parking garage will be used primarily to house DP/P/DP vehicle fleet, during but not limited to, the annual support of The United Nations General Assembly. The parking garage would also be utilized to house DP/P/DP vehicle during other assignment calls of DS agents to support other events that occur in New York City on a smaller scale with as much advanced notice as possible. UN General Assembly Yearly Period of Performance (usually about 30 days within this annual time period): •Base on or about 15Aug 2017 to 14 Aug 2018 UNGA72 •Option Year 1 on / about 15Aug 2018 to 14Aug 2019 UNGA73 •Option Year 2 on / about 15Aug 2019 to 14Aug 2020 UNGA74 •Option Year 3 on / about 15Aug 2020 to 14Aug 2021 UNGA75 •Option Year 4 on / about 15Aug 2021 to 14Aug 2022 UNGA76 QUANTTY: Require up to, but not limited to 110 parking spaces, for regular, or stretched armored Cadillac Limos, Chevy Suburbans, Mid to Full size four door sedans, 15- passenger vans, etc., in support of UNGA Operations. All vehicles must be housed in one facility - not to be broken up, such as, 25 vehicles in one garage, 15 on the other, etc. (Parking in one parking facility provides total control of fleet, easy access/egress and constant readiness, and it reduces operation costs by minimizing use of multi-shift uniform guards, surveillance cameras, EOD/K-9 units, etc). 3.Garage Location / Place of Performance New York, New York shall be the principal place of performance. In New York City, between E45th & E54th Streets and between 3rd Avenue and 8th Avenue Specifics: 3.1. Garage shall provide a controlled area so that the fleet area are not accessible to the general public. 3.2. Garage shall be well lighted. 3.3. Garage shall be properly ventilated. 3.4. Garage shall have office/workspace to US Department of State (DoS) Uniform Guard on a 24/7 basis. 3.5. Garage shall allow temporary installation of DoS CCTV for surveillance purposes. 3.6. Garage shall have available chilled drinkable water. 3.7. Garage shall provide 24/7 access to clean working toilet for use by State Department employees on site. 3.8. Garage shall provide high speed wi-fi for computer use by fleet manager, DoS Uniform Guard, and other DoS employees working on site. 3.9. Garage shall have an air conditioned office/work space that is free of intoxicating gas, such as carbon monoxide, for on-site DoS employees. 3.10. Garage shall have a telephone landline available in the office/work space and one 6 foot table and 4 chairs, in the A/C facility for use by Fleet Manager, Uniform Guard on duty and individuals working for the DoS employees on site. 3.11. Garage shall provide use of street and sidewalk in front of the garage for team members of the Explosive Ordnance Team to "sweep" vehicles(s) with the use of bomb detecting dogs and other devices. 3.12. Garage shall be open and accessible on a 24/7 basis. 3.13. Garage shall provide 24/7 manpower, at least 4 attendants per shift to promptly retrieve and park vehicles. 3.14. Garage shall provide, to the fleet manager on duty, at every start of morning shift, a daily record, in numerical sequence, by windshield number, the make, and model of vehicles on hand, as well as he vehicles received and released in past 24 hours. 3.15. Garage must be structurally sound to accommodate the weight, parking and turning radius of the below listed vehicles: Mid to Full Size Sedan Sedans approximately. 4,000 lbs each, 5'4" high x 16.5'L Limousines: Approximately. 8,000 lbs each, 5'6" high x 18' L Limousines, armored, stretched: Approximately. 10,000 lbs each, 5'6" high x 20' L Sedans, SUV and / or 15 passenger Vans:up to 10,000 lbs each, 8' high x 21' L Chevy Suburbans, armored: Approximately 10,000 lbs each, 9' high x 9' long' L w/bar lghts Period of Performance: 4. Five year contact, with a base year and four option years. This contract shall be effective on the date of the Contracting Officer's signature, and shall remain in effect for twelve months thereafter unless the next option is exercise. The planned period of performance for the base year is August 15, 2017 through August 14, 2018. Type of Contract: 5. Firm Fixed Price
