- BOM Symantec Critical Systems Protection Justification for an Exception to Fair Opportunity Description: PROPOSALS ARE DUE BY 11:59AM EST, 17, January 2017. +++NETCENTS-2 VENDORS ONLY+++ DUE TO TECHNICAL ISSUES WITH THE AFWAY PORTAL, ALL NETCENTS-2 SOLICITATIONS ISSUED PURSUANT TO FAIR OPPORTUNITY ARE CURRENTLY BEING POSTED ON FBO. ONLY AWARDEES UNDER THE NETCENTS-2 IDIQ CONTRACT WILL BE CONSIDERED FOR AWARD UNDER THIS SOLICITATION. COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government reserves the right to award without discussions. The solicitation document PR # F4FBER6340A001, is a Request for Quotes (RFQ) and incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-93. Reference this PR solicitation number in the subject line of your RFQ response. This requirement is for the following products: See attached Bill of Materials for requirement specifications All items shall be proposed in accordance with the NETCENTS-2 CLIN structure. The clause at FAR 52.211-6 Brand Name or Equal, applies to this acquisition. Please include any applicable reinstatement fees in submitted quote. All items must be TAA compliant in accordance with FAR. DPAS rating is DO-A7. NETCENTS-2 pricing is required. Award will be made to the lowest price, technically acceptable, responsive, responsible offeror. Anticipated Award Date is: 01/23/2017 Lt. Col. Kenneth L. Decker, Jr., has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.
