- U.S. Army Corps of Engineers Gull Lake Recreation Area Garbage and Firewood Ash Materials Removal Scope of Work 1.0 General: This scope of work provides detail for acquisition of Garbage Removal Services for the U.S. Army Corps of Engineers' (Corps) Gull Lake Recreation Area. This contract consists of the acquisition of garbage services by the Corps with a base contract period of 1 year with 4 subsequent option years, for a total of 5 years. 2.0 Project Location and Description: Gull Lake Recreation Area is a heavily utilized multi-purpose recreation area that includes: a campground with 42 campsites, boat ramp, swim beach, fishing piers, a dam, an office and multiple restroom facilities. The Recreation Area is located 8 miles north of Baxter, MN off of Highway 371 on the SE side of Gull Lake. The address is: 10867 East Gull Lake Drive Brainerd, MN 56401 3.0 Point of Contact and Billing: The Point of Contact for the Corps is Brian Turner, Natural Resource Specialist, 651-290-5771, brian.w.turner@usace.army.mil. The Contractor shall submit invoices to the U. S. Army Corps of Engineers, Gull Lake Recreation Area 10867 East Gull Lake Drive Brainerd, Minnesota 56401 for Garbage Pickup/Removal service on a monthly basis. Invoices shall be received by the 5th of each month either by mail or e-mail. Monthly invoices shall contain the contract number, contractor name, and number of services performed for each CLIN for the month. 4.0 Garbage and Firewood Ash Dumpster Service Times: All garbage and ash dumpsters shall be emptied between the hours of 8:00 am and 4:30 pm. 5.0 Garbage Container Service: The Contractor shall provide two (2) garbage dumpsters with covers: one (1) 4-yard dumpster and one (1) 6-yard dumpster for refuse. The two dumpsters will be located at separate locations within the recreation area as shown on attachment 1 and shall be picked up according to the schedule below. Campground: One (1), 6 yard dumpster schedule: April 15 thru May 15: emptied once per week (Mon) May 16 thru June 15: emptied three times per week (Mon, Thurs, Sat) June 16 thru August 15: emptied 4 times per week (Mon, Wed, Fri, Sat) August 16 thru September 15: emptied three times per week (Mon, Thurs, Sat) September 15 thru October 31: emptied once per week (Mon) Period of Performance: Base year: 1 April 2017 to 31 October 2017 Option year 1: 1 April 2018 to 31 October 2018 Option year 2: 1 April 2019 to 31 October 2019 Option year 3: 1 April 2020 to 31 October 2020 Option year 4: 1 April 2021 to 31 October 2021 Ranger Office: One (1), 4 yard dumpster: Monthly service year-round: 15th of the month (or as close as possible pending service days). Period of Performance: Base year: 1 April 2017 to 31 March 2018 Option year 1: 1 April 2018 to 31 March 2019 Option year 2: 1 April 2019 to 31 March 2020 Option year 3: 1 April 2020 to 31 March 2021 Option year 4: 1 April 2021 to 31 March 2022 Dumpsters shall be in good condition and replaced with a clean dumpster if they become unsightly or strong smelling. Exact locations of both dumpsters within the recreation area may be subject to change if needs dictate. The contractor will be notified by the point of contact at least one week in advance of any intended change to dumpster locations. 6.0 Firewood Ash Container Service: The Contractor shall provide one (1) 4-yard dumpster designed for firewood ashes. The firewood ash dumpster shall be located next to the ranger office building as shown in attachment 1. The firewood ash dumpster shall be emptied according to the schedule below. Firewood Ash Container: One (1), 4 yard dumpster: May: Once per month: 15th of the month (or as close as possible pending service days) June thru September: Twice per Month: 1st and 15th of the month (or as close as possible pending service days) October: Once per month: 15th of the month (or as close as possible pending service days) Period of Performance: Base year: 1 May 2017 to 31 October 2017 Option year 1: 1 May 2018 to 31 October 2018 Option year 2: 1 May 2019 to 31 October 2019 Option year 3: 1 May 2020 to 31 October 2020 Option year 4: 1 May 2021 to 31 October 2021 It is recommended that all components of the ash dumpster are metal due to the potential warm temperatures of the ashes deposited. The contractor will provide the site point of contact with a schedule for empting the ash dumpster that will be agreed upon before services are started annually. 7.0 Equipment and Safety: Contractor vehicles shall be in good working order. Vehicles leaking motor oil, hydraulic fluid, etc. will not be allowed on the site. Contractor vehicles must follow posted speed limits within the Recreation Area. Careless or reckless operation within the Recreation Area will not be allowed. The contractor must comply with all applicable federal, state and local safety and occupational health laws, rules, and regulations and must complete all work in a safe manner in accordance with EM 385-1-1 Safety & Health Requirements Manual.
