- The Defense Threat Reduction Agency (DTRA) intends to negotiate on a sole-source basis to award contract with General Dynamics Mission Systems (GDMS), 12450 Fair Lakes Cir, Fairfax, VA 22033-3810. The contract scope will be for operations and maintenance, recapitalization, and research and development support of the United States International Monitoring System (IMS) radionuclide monitoring stations (11 radionuclide particulate systems and four (4) radionuclide noble gas systems co-located with the particulate systems). The period of performance will commence upon contract award and continue for up to five years thereafter (12-month base, and four 12-month options). The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). GDMS is the only contractor to ever build, deploy, operate, maintain, and sustain the US IMS Radionuclide Particulate and Noble Gas monitoring stations. No other contractor has experience operating, maintaining, or sustaining these stations because they involve one-of-a-kind technology detection system implemented by GDMS. Award to any other source would result in unacceptable duplication of cost (> $2.0M) and delays in fulfilling the Agency's requirements while the new source became proficient on the intricacies of the systems, which would require approximately five (5) years due to the unique nature of the equipment. Delays in this effort would severely limit the US capability to detect, locate and identify nuclear explosions resulting in a degraded IMS. This notice of contract action is not a request for competitive proposals; no formal solicitation will be issued as a result of this announcement. All responsible sources may submit a capability statement which shall be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination to proceed with this effort on a sole source basis based upon capability statements received and evaluated in response to this announcement is solely within the discretion of the Government.
