Chapter VI: Other Than Full and Open Competition (OFOC) SOP Attachment 4: Single Source Justification for SAP under $150K OFOC SOP Revision 03 Page 1 of 2 Revision 03 Date: 10/27/2014 JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. 1. PURCHASE REQUEST OR REQUISITION NUMBER: 568-17-2-6011-0007 1A. PROJECT/TASK NUMBER NA 1B. ESTIMATED AMOUNT: $6653.83 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Annual South Dakota Association of Hospital Organizations (SDAHO) membership dues for VA-BHHCS. SDAHO is an organization which supports their members and provides a unified voice in sustaining and enhancing community-focused health services in South Dakota through advocacy, education, data, and communication. The total period of performance for this purchase order is one (1) base year + four (4) option years. The base year term is from 1/1/2017 through 12/31/2017. The base year cost is around $6,653.83. The total cost with option years is estimated at $34,901.03. The primary benefit to the VA Black Hills Health Care System regarding SDAHO membership is the connectivity, partnership, and networking opportunities with other SD healthcare organizations. It affords us the opportunity to interact with other SDAHO members, large and small, acute and long-term care, system-related and independent, as they come together to share their experiences, best practices, and ideas. SDAHO represents the interests of hospitals and various healthcare systems. It monitors the development and implementation of state and federal legislation and prepares testimony. SDAHO membership benefits the VA-BHHCS by providing to our organization data and information which assists with recruiting and retaining the best possible staff to serve our Veterans. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: SDAHO is the only SD State official healthcare Organization. (FAR 6.302-1) Other like organizations outside SD do not research nor monitor the development and implementation of SD state legislation or prepare testimony. Rural hospitals and healthcare systems have similar challenges, and SDAHO is the one organization which affords the opportunity and venue to discuss healthcare issues, ideas, and solutions in one location, face-to-face, at various opportunities throughout the calendar year. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: Continue to perform periodic market research for additional options to include more state organizations that provide these services; none have been found yet that are comparable to SDAHO. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: Conducted online search for all SD State Health Organizations of this nature, and none were found outside the SDAHO. 6. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
