Description

The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with IBM of Coppell, TX to provide support maintenance for IBM Content Manager, Version 8.4. The Navy Personnel Command needs support to maintain this software which is an end-of-life version and is used for managing and storing military personnel records and various other records. The Navy intends to solicit for a Firm, Fixed Price type order. This procurement is a sole source acquisition with IBM under the authority of FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 541511. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement no later than 13 January 2017. A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
