Description

Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with Stryker Corporation (DUNS: 005373089), pursuant to FAR part 12, FAR part 13, and specifically FAR 13.106-1(b)(1) procedures. The proposed sole source purchase order is for a maintenance contract to support existing Stryker brand Neptune waste management equipment. The NAICS code for this contract action is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a Size Standard of $20.5 million annual revenue. The Product Service Code for this action is J065, Maintenance, Repair, and Rebuilding of Equipment- Medical, Dental, and Veterinary Equipment and Supplies. The facility requires maintenance of Stryker brand Neptune 2 Rovers and Docker equipment used for waste management during surgical procedures. The maintenance agreement being purchased will include 2 PMs per year, as well as all labor and parts for emergent repairs. Stryker has a third party distribution network, but the third party technicians are subcontracted to perform under contracts awarded to Stryker Corporation. Stryker does not authorize distribution of the service maintenance agreement. Stryker owns all rights to the Neptune brand of waste management devices. Stryker is the only prime source to provide OEM maintenance in accordance with VHA policy for use of OEM authorized channels for maintenance of medical equipment. This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, under authorization of the Original Equipment Manufacturer (OEM), may submit a capability statement to the contracting office no later than Thursday, January 17, 2016, 05:00PM EST. Interest/capability statements may be sent to Daniel Spaulding, Contract Specialist, at daniel.spaulding@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
