- Description
- The U.S. Army Corps of Engineers intends to award a sole source contract to IAP Worldwide Services, Inc. to provide a contractor furnished, leased power plant and medium voltage and secondary distribution system, and perimeter lighting system, currently installed at FOB Fenty and the consideration to purchase all the necessary parts for an 8MW power plant and distribution systems from the current contractor at the end of the performance period. The proposed performance period is three (3) months with three (3) one (1) month options. FOB Fenty is an airfield located in an urban area in North East Afghanistan, about 25 miles from the Pakistan Border, and is co-located with both an Afghan National Army (ANA) base, and the Jalalabad municipal airport. Operation and maintenance (O&M) of the 10 megawatt (MW) electrical power plant installed at FOB Fenty is currently provided by IAP Worldwide Services, Inc. (IAP) under the predecessor task order W912BU-11-D-0012-0012, issued on a sole source basis under the FOB, Multiple Award Task Order Contract (MATOC). The action is pursuant to FAR 16.505(b)(2)(i)(C), the order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract.. The current task order, W912BU-11-D-0012-0012, expires on 29 March 2017. The purpose of this contract is to provide FOB Fenty with power generation for an additional three (3) months with three (3) one (1) month options. The Government intends to award and issue notice to proceed (NTP) on this contract by 30 March 2017. Award to any source other than IAP would result in unacceptable power outages that will occur if this award was achieved through competition. If power outages occur at FOB Fenty, there is a risk of loss of life and risk of failure to achieve mission critical objectives. Under the authority authorized by FAR 16.505(b)(2)(i)(C), this action is directed towards IAP. This notice of intent is being issued for information purposes only and is not a request for competitive proposals. Solicitation documents are not available. The Government reserves the right to not award this contract to IAP due to pending funding considerations. All comments or concerns in regards to this notice of intent shall be directed to Justin Chung at justin.chung@usace.army.mil and must be received within fifteen (15) days from publication of this synopsis.
