- NOTICE OF PROPOSED CONTRACT ACTION. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Federal Highway Administration intends to solicit an Indefinite Delivery Indefinite Quantity (IDIQ) for the below services: Solicitation Number: DTFH6117R00014 Title: Laboratory Support Services for the Geotechnical Research Program Synopsis: The Federal Highway Administration (FHWA) maintains and operates a geotechnical research program and laboratory at the Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia. The laboratory conducts both small scale and full scale testing of bridge foundations, earth retainment systems and other geotechnical structures related to highway engineering to determine their performance under various limit state conditions. This work forms the basis for developing codes and design methodology that can improve the cost and time effectiveness of highway structures while still ensuring adequate performance and safety. The overall scope of the contract shall involve providing on-site and off-site engineering, technical, logistical, and administrative services to support research program activities for the Geotechnical Laboratory at the TFHRC in McLean, Virginia. The Contractor shall provide staff with the expertise necessary to maintain and operate the laboratories in a safe, efficient, cost-effective, and innovative manner. These individuals shall assist FHWA personnel by conducting load tests, soil and material characterization, and completing other technical tasks such as literature searches, technology evaluations, and computer aided design projects. Field-testing and research at off-site bridge locations or other construction sites, as well as work at outside research facilities, other DOTs or universities may also be performed under the contract. The Contractor shall also maintain a strong, multi-disciplinary scientific and engineering base responsive to technical issues of importance to the FHWA geotechnical research program. The Contractor's management team shall integrate excellence in laboratory operation, business operation, and research management with sufficient technical depth to perform world-class research. The estimated dollar value of the required services ranges between $3,000,000.00 and $6,000,000.00. The primary North American Industry Classification System (NAICS) Code is 541380 - Testing Laboratories with an average annual receipt of $15.0 Million. This procurement is to be issued as a Total Small Business set aside procurement. The period of performance is anticipated to be 60 months. The procurement will be competitively awarded using Source Selection (FAR 15.3) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. Evaluation factors for award will consist of Technical Capabilities, Past Performance, and Cost/Price. The best value to the Government based on these factors will determine award. The solicitation will be available on or about January 27, 2017. The Government reserves the right to make an award on initial offers, but discussions may be held if appropriate. The solicitation cited above can only be obtained by accessing the secure website, FedBizOpps (FBO). FedBizOpps is designed to safeguard sensitive but unclassified (SBU) acquisition information and is fully integrated with other electronic Government initiatives, including the System for Award Management (SAM) (www.sam.gov). Registration in both SAM and FedBizOpps is required in order to download solicitation documents and is used to validate vendor identity.
