- This is a notice of intent to enter into a contract for purchase and installation of a pulse and automated watering system to be installed in Walter Reed Army Institute of Research, Building 503. The Mobile District, U.S. Army Corps of Engineers intends to negotiate and award a Task Order under an awarded Indefinite Deliver Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) with Edstrom Industries, Inc. 819 Bakke Avenue, Waterford, Wisconsin 53185 as a vendor with intricate and exhaustive knowledge of the present automated watering system. The following types of services are required: The Edstrom Drinking Water System is the only system on the market that provides a patented Clean Joint unique pipe fitting that provides a smooth internal profile, which is free of internal dead spaces; thereby, more effective to control the growth of bacteria and biofilm. The Edstrom Watering system utilizes regular flush cycles reducing bacterial and biofilm. Edstrom uses only 316L grade stainless steel piping which is passivated and electro polished to help withstand the harsh environment of an animal facility and the 316L stainless steel is also a better suited material to withstand high purity reverse osmosis water. Edstrom's piping is assembled using their own patented clean joint fitting technology which acts like a sanitary fitting to eliminate seams or crevasses for water to enter and stagnate. Edstrom also uses 316L grade stainless steel for the female and make quick disconnect fittings that no other vendor can provide. This office believes that only one source, Edstrom Industries, Inc., can provide all of the above required support. If any responsible source other than Edstrom can fulfill all of the above requirements, written notification and supporting documentation may be submitted via e-mail to Sara.G.Logsdon@usace.army.mil by the date established in this notice. The e-mail subject line for each response should include "Response To Notice For Animal Drinking Water System, B503 Walter Reed Army Institute of Research". To be considered a viable source, documentation must clearly demonstrate: (1) Offeror's name, address(es), points of contact, telephone numbers, and e-mail addresses, (2) Supporting documentation, to include specifications, of a proposed animal drinking water system that meets or exceeds the above stated required types of services. (3) Past experience in installing the proposed animal drinking water system in a research facility. (4) Freedom from actual or potential conflict-of-interest. If no affirmative written documentation is received by 27 January 2017, the Mobile District Corps of Engineers will proceed with issuing a task order to our awarded IDIQ MATOC with Edstrom Industries, Inc as the required vendor for use by our prime contractor(s). The Government will not pay for any material provided in response to this synopsis nor return the data provided. The results of this synopsis will be considered to be in effect for a period of nine months from the date of publication of this notice. A solicitation is not available.
