- REAL ID Act info Access Request Form Visitor Access Info Base Map The U.S army Garrison Ft. Hunter Liggett, Calif (FHL) has been identified to become Net Zero energy consumer. To help achieve this goal, two separates contracts have been developed for the following: * Microgrid: this contract shall provide the design and construction of a fully usable and complete Microgrid to provide supplemental electric power to Ft. Hunter Liggett when electricity is being provided by Pacific Gas and Electric (PG&E) and primary electric service to critical facilities when PG&E service is unavailable (Island Mode). * Photovoltaic / Battery Energy Storage System (PV/BESS): This contract shall provide the design and construction of a fully usable 5 MW PV with 3MWh Battery Energy Storage systems at Fort Hunter Liggett. You are invited to attend an industry day in support of an upcoming 5MW Photovoltaic (PV), 3MW Battery Storage, and Microgrid effort to be solicited in FY17. The construction effort will take place at Ft. Hunter Ligget in Jolon, CA. We will be holding this event in Building #81 - Base Theater starting promptly at 1pm on 26 JAN 2017. This event may run until 5pm or later, but we expect it to be over no later than 5pm. The purpose of this event is to assist the government in evaluating such things as: - Contract Type/method - Set-aside status - Validation of government estimates - Potential savings initiatives - Technical approach (specifically): 1. Additional options: Low voltage Controlled Microgrid option vs. Medium voltage controlled Microgrid option and a combination thereof. 2. A combination of roof mounted, carport mounted and Ground mounted (3 acres of available ground) to achieve the 5MW PV requirement. 3. Combining both projects into one but using the best/optimal Microgrid, PV/BESS design option to meet Net Zero energy goal while remaining within the available funding allocated for these projects. This industry day is expected to be a collaborative discussion between government staff and contractors. Please be prepared to share ideas, ask questions, and respond to government questions so that all parties may maximize the impact of the day. The government will make an initial presentation of the current project plan and then the remainder of the time will be spent in Q&A/discussion. We are not considering privatization of power generation at this time, so firms interssted in that concept, while welcome to attend, will likely not get much value from this event. The expected contract range for this procurement is $15-30M. Each firm will be limited to 3 representatives. The base is subject to strict security access requirements. Do not leave any blanks or you risk not being approved for access. Contractors who are not approved for base access will not be allowed to attend the industry day and no additional opporunity for an industry day will be available for this procurement. You are responsible for complying with all security instructions, requests, and policies.
