Attachment 3 Interested Parties List for teaming possibilities Attachment 2 Terms of Use Agreement for Review and Signature to obtain USG data Attachment 1 DD254 for Review before Terms of Use Agreement Signature 01/12/2017 RFI UPDATE: Statement of Work, Technical Data, and Related Items for Industry Comment Naval Sea Systems Command (NAVSEA) hereby requests industry comment regarding the draft Statement of Work (SOW) and related documents as detailed in the following but not limited to: Unclassified Documents - For Official Use Only (FOUO): •1. Draft Statement of Work (SOW) •2. Draft Contract Data Requirements List (CDRL) •3. Acquisition Briefing •4. Draft Prime Item Performance Specification (PIPS) •5. Draft Hardware Abstraction Layer Software Requirements Specification (HAL SRS) •6. Redlined Littoral Fiber Optic Tow Cable (LFOTC) Drawings •7. Redlined Fleet Angle Compensator (FAC) Drawings •8. Installation Control Drawings (ICDs) •9. Security Classification Guide (SCG) ID# 03-171 Related CLASSIFIED documents will be issued as part of the Government Furnished Information (GFI) package to those companies verified at the SECRET level who are interested in participating as a potential Prime Contractor. These documents, in addition to any additional GFI provided, shall only be used to generate questions and comments in response to the pre-solicitation notice. How to Receive Documents The NAVSEA Program Executive Office (PEO) Submarines (SUB), Undersea Defensive Systems Program Office (PMS-415) is providing a technical presentation and data associated with this RFI for informational market research purposes only in accordance with FAR 10.001(a)(2)(ii). UNCLASSIFIED documents will be made available via AMRDEC Safe Access File Exchange (SAFE). For CLASSIFIED documents please a) indicate whether your company is interested in being Prime Contractor for this effort, b) request access to the CLASSIFIED documents, and c) provide contact info and a mailing address to which the documents can be mailed. Those fields are included in the Terms of Use Agreement (Attachment 1). In order to receive the GFI package please: review the DD Form 25 (FBO Attachment 1) and review, sign, and submit the Terms of Use Agreement (FBO Attachment 2) to this FBO RFI notice to: kathryn.siering@navy.mil How to Submit a Response Respondents to this RFI should provide their response in.pdf or a Microsoft Office 2010 Compatible format. All responses are due by: Friday, 10 February 2017 17:00 EST. UNCLASSIFIED responses shall be submitted via e-mail only (no telephone inquiries or paper submits) to JOHN.B.WATSON1@NAVY.MIL. The location for CLASSIFIED responses will be provided with the CLASSIFIED material package. Considering the draft documents,, respondents are requested to provide information on any of the following: I. Provide comments, feedback, and questions on the RFI data package as a whole and address any gaps, issues, or concerns based on the information provided. II. Identify any questions or concerns based on the Draft Statement of Work and associated CDRL list. Identify any SOW paragraphs or CDRLs that are confusing, cost prohibitive, or present a high risk based on the proposed schedule and/or system requirements. Recommend actions to address the concerns by providing alternative requirements or approaches. III. Identify any questions or concerns with the current system specifications and associated documentation as written. Address any requirements that are cost prohibitive or present a high risk based on the proposed schedule and/or performance requirements. Recommend actions to address the concerns by providing alternative requirements or approaches. IV. Identify questions and concerns based on the drawing packages and the proposed "Tech Refresh Boundaries" and "System Divisions" (addressed on Slides 12 and 13 of the Acquisition Brief). Describe any risks or concerns associated with using the provided Fleet Angle Compensator drawing package for a build-to-print effort and modifying the Government Furnished LFOTCs as a part of the system production effort. V. Address any concerns with the anticipated timeline based on the clarified schedule (included as part of the Acquisition Brief) and system drawings and specifications. Describe why the schedule is or is not feasible based on your proposed approach. Interested Parties List for Teaming/Subcontracting Attachment 3 to this FBO notice, hereby known as the "Interested Parties List", is for those companies who expressed interest in teaming and/or subcontracting opportunities based on the original 03 October 2016 RFI. Please note this not a definitive or exhaustive list of all of the companies who have expressed interest rather those companies who explicitly expressed interest in teaming/subcontracting partnership possibilities. Please also note, the Government does not endorse any company. The sole intention of this list is to foster and facilitate Prime/Subcontractor relationships for an anticipated full and open competitive procurement. Disclaimer To aid the Government in its review, please segregate proprietary information by properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Government will not be liable for, or suffer any consequential damages for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this RFI will be safeguarded and handled in accordance with applicable Government regulations. This is a request for information (RFI) notice only. This is not a request for proposals, and any solicitation to that end will be synopsized separately. This RFI is not to be construed as a commitment by the government for any actual procurement of materials, machinery, or services. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract or agreement. The Government will not be obligated to pursue any particular acquisition alternative because of this RFI. Please be advised that all submissions in response to this RFI become Government Property and will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. Please note that industry participation is voluntary and the Government will not reimburse any expenses for any efforts expended as a result of or in response to this notice. Any Government response to submissions will be provided via follow-up electronic posts to FedBizOpps under this FBO posting. The Government is not obligated to respond to any questions.
