- Commercial Terms and Conditions This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. This is a request for proposals with a solicitation number of ID03170011. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-93, effective January 1, 2017. Contract Line Item Numbers (CLINS): 0100: SitaWare Software License Fee(s) 0200: SitaWare Software Maintenance 0300: SitaWare Software Support Services 1000: Option Year 1 - SitwaWare Software Maintenance and Support Services 2000: Option Year 2 - SitwaWare Software Maintenance and Support Services 3000: Option Year 3 - SitwaWare Software Maintenance and Support Services 4000: Option Year 4 - SitwaWare Software Maintenance and Support Services Description: The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive quotes. However, all capability statements, proposals, or quotes received within the designated deadline for submission of this combined synopsis/solicitation will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The General Services Administration - Federal Acquisition Service, Mid-Atlantic Regions, on behalf of US Army Project Manager Mission Command (PM MC), intends to issue a sole source contract to Systematic Inc, 5875 Trinity Pkwy Ste 130 Centreville, VA, 20120 for software license and maintenance of the SitaWare Suite. PM MC requires a Commercial-Off-The-Shelf / Non-Developmental Item (COTS/NDI) software infrastructure package that will allow for immediate 3rd party development of integrated Command Post, Mounted and Dismounted tactical computing capabilities to meet the Army Acquisition Executive (AAE) directed requirement for establishing a Common Operating Environment (COE). Based on the Government's independent market research, only Systematic Inc can provide PM MC with software that meets the following requirements and capabilities: -technically mature software baseline equivalent to Technology Readiness Level (TRL) 8 or greater within a tactically deployed network and information system environment, to include technologies optimized for reliable and efficient performance over disconnected, intermittent, and high-latency (DIL) tactical radio networks; -allow hosting on server and workstation hardware, including existing US Army vehicle computer systems and commercial desktop/laptop systems, and Army mobile devices of both the tablet and handheld form factors (e.g. Nexus 9, Nexus 6/6P, Nexus Pixel C); -deployable on command post, mounted platform, and dismounted user devices, supporting web-clients (i.e. browser based) as well as stand-alone client deployment of user-level capabilities; -support Client-server and Peer-to-Peer deployment architectures that facilitates reach to enterprise and other server-side services, as well as ad-hoc collaboration and data sharing amongst groups across LAN and DIL networks, such as within squads and server-less command posts; -provide for a common data object model, supporting light-weight data exchanges of Common Operating Picture (COP) and Command and Control (C2) information, as well as chat and general data object file transfers, with optimizations for efficient transfer over Army Distributed, Intermittent, Limited-bandwidth (DIL) terrestrial and satellite communication links; -provide run-time environments that are interoperable with Microsoft Windows Army Gold Master, Linux, and Android Operating System (OS). Linux support should include the ability to run infrastructure components in secure containers; -provide for modular tactical radio interfaces (i.e. drivers) that can manage unique configuration and run-time behaviors with those devices, supporting robust information exchange capabilities on DIL networks with up to 90% packet loss, high-latencies, high-jitter, and heavy-congestion; -scale to support distributed information operations of Army Brigade-scale tactical deployments of Mission Command capabilities, to include information operations across terrestrial and satellite radio networks with echelons above Brigade, Joint/Coalition Task Forces, and Enterprise-hosted data and collaboration services within the Army LandWarNet and DoD enterprise networks; -provide an extensible, mature mediation capability to facilitate required Army interoperability with current Army, Joint and Coalition warfighting system information standards (such as Variable Message Format (VMF) messaging); -support DevOps-style integration and testing capabilities for infrastructure, application, and 3rd party applications / widgets within a customer managed development environment; -installable, configurable, and supportable without the need for any deployed Field Service Representatives (FSRs); -help desk capability for developers and users, including trouble ticket tracking, patch delivery, and configuration management; -mature and comprehensive documentation including developer's guides, development examples, API documentation, administrator manuals, user manuals, training manuals, and online or context sensitive help; -meet requirements for certification on unclassified and classified networks per Cybersecurity Risk Management Framework (RMF) requirements (DoDI 8500.01), and maintained compliant with US Army CYBERCOM IAVA requirements; -Certificate of Networthiness (CoN) and Authority to Operate (ATO) on unclassified and classified networks. The period of performance (POP) will be for a 12-month base period and four 12-month option periods issued on a predominately Firm-Fixed-Price basis. Delivery and acceptance as well as FOB will occur at destination - PM MC at APG, MD. The North American Industry Classification System Code (NAICS) is 511210 with no set-aside status.
