Description
Draft PWS for CIMS III RFI 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is being published, for market research purposes only, to identify interested small business prime sources capable of supporting the Command Information Management System (CIMS) for U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT). A solicitation (Request for Proposal [RFP] or Request for Quotation [RFQ]) is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. 2. CIMS is the overall command enterprise and support architecture comprising the primary functional Informational Technology (IT) entities required to support the command. This is anticipated to be a follow-on contract to the current CIMS II contract: • Contract Number: W91260-13-D-0001 • Last Day to Order: 31 January 2018 • Contract Type: Single Award five year Indefinite Delivery Indefinite Quantity (IDIQ) hybrid- (Firm-Fixed Price [FFP], Cost-Reimbursement [CR], Cost-Plus Fixed-Fee [CPFF], and Labor-Hour [LH] Task Orders [TO] allowed) • Set-Aside: 100% Small Business • North American Industry Classification System (NAICS) code: 541513 Computer Facilities Management Services 3. Minimum Requirements for Award: • Approved purchasing system and adequate cost accounting system • Qualify as a small business under NAICS 541513, $27.5M size standard • Ability to meet Federal Acquisition Regulation (FAR) 52.219-14, Limitations on Subcontracting • Top-Secret (TS) Facility Clearance required at time of award. 4. Description of Anticipated Requirement: • Description: CIMS III for USASMDC/ARSTRAT • Anticipated Award Date: July 2018 • Contract Type: Single Award five year IDIQ hybrid - (FFP, CR, CPFF, LH TOs) • Set-Aside: 100% Small Business • NAICS code: 541513 Computer Facilities Management Services with $27.5M size standard • Place of Performance: Peterson Air Force Base (AFB), CO and Redstone Arsenal, AL. 5. The contractor shall be required to provide all personnel, supplies, materials, facilities, and equipment (other than that which is stated as Government Furnished) required to perform operations and maintenance for the CIMS. Tasks include: program management, engineering and development operations, help desk support, video teleconferencing (installation, maintenance and support), telecommunications, information assurance, network administration (infrastructure), systems administration (Computer Ops), configuration management, information assurance/Cybersecurity planning, software development/management, special projects, and hardware purchasing. An approved purchasing system will be required. 6. Any information provided by industry to the Government as a result of this RFI is strictly voluntary. Responses will not be returned. No entitlements to payment of direct or indirect cost or charges to the Government will arise as a result of contractor submission of responses or the Government's use of such information. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and future RFP. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. 7. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Alternate A, System for Award Management (SAM) is required. Lack of registration in SAM will make an offeror ineligible for contract award. 8. Interested parties are requested to submit a statement of capability. The statement should include: a. Vendor Information: • Name • Address • Point of Contact (POC), Phone Number, E-mail Address • Commercial and Government Entity (CAGE) Code • Brief introduction of company b. Past work performed that is related to this requirement as stated in the draft Performance Work Statement (PWS) and paragraph five above. Include a description of similar services offered to the Government and to non-government customers. Identify if the company performed as the prime or subcontractor and the total contract value. c. Indicate whether the company currently has an approved purchasing system and an adequate cost accounting system. d. Indicate whether the company qualifies as a small business under the NAICS Code 541513 with a size standard of $27.5M. e. Indicate whether the company would be able to meet the requirements of FAR 52.219-14, Limitations on Subcontracting. f. Indicate whether the company will be able to have a TS Facility Clearance at time of anticipated award date. g. Pursuant to FAR 52.237-1 Site Visit, would potential offerors need site visits to accurately propose? h. Description of your firm's ability (and any constraints) to execute and manage the requirements. What specific technical skills does your company possess which ensure capability to perform the tasks? 9. Only electronic responses shall be accepted.
