- Description
- The NASA/SSC Office of Procurement intends to issue a Request for Proposal (RFP) for the following services to be performed for John C. Stennis Space Center: Procurement of Propellant Barge Dry Docking, Refurbishment, and/or Repair Services. The work to be performed under this requirement is the furnishing all labor, materials, fittings, equipment, tools, power, compressed air, etc., and performing all work on NASA Liquid Oxygen (LOX) and Liquid Hydrogen (LH) barges. The government intends to issue the RFP under Commercial Simplified Acquisition Procedures (SAP) in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13.5 and any resulting award will be made in the form of a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with an award to a maximum of two (2) offerors. The total contract duration will be five (5) years for a maximum of 10 Propellant Barge Dry Docking, Refurbishment, and/or Repair Services. Each task order will define the duration / period of performance separately. It is anticipated that the RFP will be issued via the Federal Business Opportunities (FedBizOpps) website https://www.fbo.gov on or about January 27, 2017 with responses due on or about February 28, 2017. The anticipated site visit date is February 9, 2017. The actual date and time for the site visit will be included in the RFP. It is anticipated that this action will be issued as unrestricted. The NAICS Code and Size Standard are 336611 and 1250 employees respectively. The evaluation factors for this procurement are in development and will likely include Performance Price Tradeoff (PPTO). All questions regarding this acquisition shall be submitted in writing to the Contract Specialist at melissa.r.wagner@nasa.gov (cc: gerald.l.norris@nasa.gov) not later than 3:00 pm CST on January 23, 2017.
