Description

Notice of Intent to Sole Source The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 21 intends to enter into a sole source blanket purchase agreement (BPA) for a 5-year term with the American National Red Cross (ARC) as a secondary source for the procurement of a wide array of human blood products for the VA Southern Nevada Healthcare System, 6900 North Pecos Road, North Las Vegas, Nevada 89086. In addition, other VA facilities within Veterans Integrated Service Network (VISN) 21 may be added to the BPA through bilateral agreement of the parties. A secondary source is necessary due to the nature of blood-related procurements to ensure continuity of blood deliveries during shortages. The applicable North American Industry Classification System (NAICS) code for this acquisition is 621991 Blood and Organ Banks and the business size standard is $32.5 million. The supply classification code is 6505 Drugs and Biologicals. Authority for a sole source procurement of human blood products and the exemption from Federal Acquisition Regulation (FAR) part 6 is provided by 38 U.S.C. §8153 as implemented by VA Directive 1663, and as described in VA Acquisition Regulation (VAAR) 873.108 and VAAR 873.104. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A SOLICITATION, AND QUOTES ARE NOT REQUESTED. A determination by the U.S. Government to not compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted in writing via email to susanne.christen@va.gov. Telephone inquiries will not be accepted. Responses to this announcement must be received no later than 1 p.m. Pacific Standard Time (PST) on January 27, 2017. Interested parties may request a copy of the contemplated solicitation by emailing a request to susanne.christen@va.gov. All responsible sources may submit a quote which shall be considered by the agency. Any quotes submitted in response to the contemplated solicitation shall be submitted by the closing date and time of the solicitation. Any quotes submitted after the solicitation s closing date and time may not be considered. The decision shall be at the sole discretion of the contracting officer.
