- In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the FAA's decision to extend the Other Transaction Agreements (OTA) and Master Agreements (MA) with the seven (7) UAS test sites through September 30, 2019 pursuant to H.R.636 FAA Extension, Safety and Security Act of 2016 (PL 114-190) enacted July 15, 2016 (link: https://www.congress.gov/114/plaws/publ190/PLAW-114publ190.pdf). In 2012 Congress passed the FAA Modernization and Reform Act of 2012, PL-112-95 (FMRA) and directed the FAA to take a series of actions to accelerate the integration of UAS into the NAS to include establishing a program for the integration of UAS at six unique Test Ranges (aka test sites). Section 332 (c) of the FMRA directed that in selecting the test sites the FAA Administrator should consider geographic and climatic diversity, consider the location of ground infrastructure and research needs; and consult with the National Aeronautics and Space Administration (NASA) as well as the Department of Defense (DOD). After conducting a market survey and competition, the FAA Administrator selected the following six test sites based on the unique characteristics they offered for UAS testing: (1) University of Alaska, (2) North Dakota Department of Commerce, (3) State of Nevada, (4) Griffiss International Airport, (5) Texas A&M “ Corpus Christi for the State of Texas, and (6) Virginia Polytechnic Institute and State University. An additional test site has been added by PL-114-190: (7) New Mexico State University. H.R.636 FAA Extension, Safety and Security Act of 2016 (PL 114-190) enacted July 15, 2016 extends the UAS Test Site Program through September 30, 2019. In the execution of this Congressional mandate, the FAA is extending the OTAs and MAs with the seven (7) UAS test sites in order to fully utilize the capabilities for which they were selected and aid in the expeditious integration of UAS operations into the NAS. This announcement is for informational purposes only, and the FAA is not seeking or accepting unsolicited proposals.
