A microwave (Ramsey) cavity lies at the heart of all cesium beam clocks and frequency standards. Moving from a thermal beam to cold atom bunches drastically increases the demands placed on the microwave cavity, especially if one wishes to fully exploit the cold atom properties. Thus the microwave cavity requires careful design and precision fabrication. Unique services: The microwave cavity structure consists six (6) separate parts: cavity body, waveguide cover, mounting endcap, upper endcap and two (2) end cap covers. The two endcap covers will be mounted on their respective endcaps by the fabricator. This will result in the delivery of four (4) separate pieces. Must be able to meeting the following specifications/considerations: Technical Considerations: The technical specifications for this fabrication are contained in the various mechanical drawing files attached to this document. For ease of opening these are all in pdf format. Reference attached files. The material choices are not arbitrary. Grade 5 titanium has particularly low electrical conductivity that facilitates cavity and waveguide design; while the combination of grade 5 titanium and 6061 Aluminum allowed us to achieve a very low temperature coefficient. The Cavity V4 waveguide cover plate must be fabricated from either CP2 or 6Al4V titanium. The actual alloy used must be specified by the fabricator on delivery of finished parts. The Cavity Body V4.1 is the most complex fabrication. Sheet 3/9 of Cavity Body V4.1.pdf shows the vertical wave guide that runs along the outside of the Central Pillar. In cross section (Section B-B in the drawing) the wave guide is a section of an annulus, with an inner diameter of 31.0 mm (see Sheet 2/9.) This curve cannot be readily cut with standard equipment and techniques; the curve may be approximated with a series of closely spaced flat cuts. The endcaps will be fitted with their respective end cap covers and trimmed to their final dimensions as per drawings. Machine shops must be willing and able to work with Titanium, have the know-how and equipment to perform complex, high-precision fabrication in Titanium. Shops are required to have actually demonstrated this capability. This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify organizations with the requisite qualifications to meet the requirements of the services stated herein. After results of this market research are obtained and analyzed and compared with NIST's minimum (see qualifications above), NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (SB, SDB, WOSB, HUB Zone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the services identified. Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies or mailed copies of their capability statement. Please limit responses to ten (5) pages or less. Responses should include the following information: 1. Name of company that will provide services. 2. Past performance, relevant experience, and details on how to meet the services. 3. Typical period of performance for these services after receipt of award. 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum services and finalizing its market research. Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 4 p.m. MST Monday, January 16, 2017. The capability statement shall identify the business status of the organization. Only electronic or mailed statements will be accepted. Faxes will not be accepted.
