- This is the requirements attachment for NNJ17ZBH001L. The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) is seeking capability statements from all interested parties for a web application to serve as NASA's internal challenge-based open innovation platform. A full description of the requirements is included as an attachment to this notice. This market research is to identify potential sources that may be interested in and capable of performing the work described herein, as well as to solicit industry feedback relative to various aspects of the proposed requirements including the appropriate level of competition and/or small business subcontracting goals. In addition, NASA is seeking industry input to determine if commercial items or non-developmental items are available to meet the Government's needs or could be modified to meet the Government's needs. This is for information and planning purposes and allows industry the opportunity to verify reasonableness and feasibility of the requirement. Responses received may be used to determine the appropriate acquisition strategy for a potential future acquisition. Interested parties may include Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI). The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to supply the following information: 1. CONTACT INFORMATION a. Name of company and point of contact (POC) b. Telephone number, fax number, address, and e-mail address of POC c. Business size and number of employees d. Proposed NAICS code e. Proposed PSC code 2. CAPABILITY STATEMENT Organizations responding are requested to provide a Capability Statement stating whether the organization can meet the architectural, functional and support requirements or, if not, provide the requirements that can be met by the organization. The Capability Statement must state whether the organization normally provides this type of effort as a commercial services or non-commercial services and provide support for that determination. 3. PRICING AND SCHEDULE Pricing for the construction and/or the acquisition of an application/system that meets the defined requirements and the schedule for development, transition, and delivery of a production system. 4. ASSUMPTIONS A list of assumptions, if any, which were considered in formulating the response. Technical questions should be directed to: Allison Wolff (allison.n.wolff@nasa.gov). Disclosure of Information NASA will not publicly disclose proprietary information obtained as a result of this notice. To the full extent that it is protected by law and regulations, information identified by a respondent as Proprietary or Confidential will be kept confidential. The North American Industry Classification System (NAICS) code for this requirement is currently anticipated to be 541990, All Other Professional, Scientific and Technical Services, with a size standard of $15.0M. NASA is seeking industry recommendations relating to the appropriate NAICS code for this requirement; therefore, the listed NAICS code for this notice is subject to change for any potential future procurement related to this requirement and should not be considered a final determination. This request is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. All responses shall be submitted to Aubrie Henspeter, Contracting Officer (Aubrie.henspeter@nasa.gov) by no later than 02/02/17 at 5:00pm Central Time. Responses shall be provided in either Microsoft Office or compatible software or in.pdf formats.
