- The USDA, Agricultural Research Service (ARS) requires a redesign of the National Animal Germplasm Program (NAGP) database and information system Animal-GRIN. A-GRIN has public facing webpages ( http://nrrc.ars.usda.gov/A-GRIN ) that allow users to view and evaluate the animal genetic resources collection. These pages allow users to explore the collection based upon animal taxonomy, collection inventory, pedigree records, and other factors using a drill down approach. These pages were designed and written over 10 years ago, as a result the pages are dated and do not take advantage of new web approaches and user perceptions of utility. New webpages will be designed so as to draw upon information stored in the primary database in an interactive information design and visualization of the data associated with the germplasm collection. Features included in design include: point and click options on all pages; presentation of metadata on the germplasm collection, genotypic, phenotypic, and management aspects of the animal populations resident in the primary database; maintain and enhance drilldown concept in the utilized in the existing webpages; and improved formatting of the existing webpages. The new webpages must accommodate the presentation of all individual animals (approximately 40,000) and life forms maintained in the germplasm collection. IT firms applying should, at the minimum, meet the following requirements: Experience in the programming languages: Ruby, Rails, JavaScript, JQuery, HTML, SQL, and CSS A t least 5 year experience and expertise in: Webpage/software design and programming Gene banking operations (cryopreservation, animal science, repository operations for data management) D emonstrate: Ability to pass Finger print and Federal Background check Able to pass ARS IT Security Awareness Training and agree to IT Rules of Behavior A table of tasks and a timeline for total project completion date No Later Than 1 July, 2017 Compliance with USDA webpage standards Verification of functionality of Webpages Validation of data being presented Provide a storyboard rendering of final design for approval Interactive information will be displayed using charts, graphs and tables All design and user documentation developed for the project The final webpage design and supporting systems must be in compliance with all applicable ADA accessibility and USDA IT systems security requirements. This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR subpart 52.212-5 (current as of FAC 2005-93 ), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotations are being requested and a written solicitation will not be issued. The NAICS is 541511. The Solicitation number AG-8KAP-S-17-0002 is issued as a Request for Quotation (RFQ). The description of items and clauses incorporated in this synopsis/solicitation are applicable to this procurement and will be incorporated into any resultant purchase order. SAM: Vendor must have an active registration in the System for Award Management prior to the award of the contract. You may register by going to https://www.sam.gov/portal. You will need to your Tax ID, Duns Number, Bradstreet number and banking information. Click "Register/Update Entity". Registration in SAM is free; please ensure you are on the correct page if it asks for a fee. Please note the registration must be recertified annually. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Please note on your proposal if you will accept a government purchase (VISA) card. If you do not, you will be required to register in IPP (Invoice Processing Platform) at https://www.ipp.gov/. This is a Buy Best Value acquisition. The Government will award a Purchase Order resulting from this Request for Quotes to the responsible offeror whose quote is conforming to the solicitation and represents the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: EVALUATION FACTORS FOR AWARD 1. Past Performance - Quotes will be evaluated based on the offeror's past performance as provided by the offeror's references. References must show favorable past experience in developing projects of similar scope and size. 2. Offeror's Technical Solution - The Government will evaluate the performance of the offeror's product for capability and performance based upon the requirement listed above. 3. Quality and Reliability - Quotes will be evaluated on the offeror's product for its level of Quality and Reliability. 4. Price - The quoted price is fair and reasonable. NOTE: All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors and sub-factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 2, 1, 3, 4. The Government will evaluate quotes for award purposes, considering the evaluation factors above, and will award to that offeror whose proposal represents the best value to the Government. All sources wishing to provide a quotation must respond by 5:00 PM, January 22, 2017.
