Description
The Naval Sea Systems Command intends to issue Requests for Proposals (RFPs) to General Dynamics NASSCO, 2798 Harbor Drive, San Diego, CA 92113, and Huntington Ingalls Incorporated (Ingalls Shipbuilding), 1000 Access Road, Pascagoula, MS 39568, under the LX(R) Early Industry Involvement/Preliminary & Contract Design contracts N00024-14-C-2409 and N00024-14-C-2410, respectively, for the purchase of LX(R) Advanced Material and associated storage, maintenance, shipping, warranty and engineering services to facilitate acceleration of the design and construction schedule of the LX(R) Amphibious Ship Replacement program. The subject Solicitation Number (N00024-17-R-2470) will be associated with the RFP to GD NASSCO while Solicitation Number N00024-17-R-2471 will be associated with the RFP to Ingalls Shipbuilding. The scope of the industry involvement, design engineering services, and special studies efforts currently under contract with Ingalls Shipbuilding and GD NASSCO is being increased to include Advanced Material and associated storage, maintenance, shipping, warranty and engineering services and is being extended into FY21. The total combined value is anticipated not to exceed $93M. Ingalls Shipbuilding and GD NASSCO are the only U.S. shipyards with requisite facilities and resources to design and subsequently construct an amphibious ship. Companies interested in subcontracting opportunities should contact Ingalls Shipbuilding or GD NASSCO directly. The proposed contract actions are for supplies or services for which the Government intends to solicit and negotiate with only two sources under authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
