- Attachment D - Financial Form Attachment C - Financial Form Instructions Attachment B - Sample Transmittal Letter Attachment A - Sample Lease FOHA Educational or Commercial RFP The National Park Service is requesting proposals to lease multiple historic buildings for any educational or commercial use of historic structures within Fort Hancock and the Sandy Hook Proving Ground National Historic Landmark, in the Sandy Hook Unit of Gateway National Recreation Area (Gateway). This is a rolling solicitation that has been recently updated with additional information as of 9/8/2016. The submission criteria and requirements have not changed. The NPS will continue to accept responses to this Request for Proposals (RFP) until all buildings available under this RFP are leased or the NPS discontinues this solicitation. The NPS is prepared to offer a lease term of up to 60 years. The Request for Proposals and corresponding Attachments can be found at: http://www.nps.gov/gate/learn/management/fort-hancock-rolling-rfp.htm Proposals must be received by the Superintendent of Gateway National Recreation Area no later than Monday, February 1, 2016 at 1:00 PM EST. Thereafter, Proposals will be due monthly, on the last Friday of the month* by 1:00 p.m., until all buildings available under this RFP are leased or the NPS discontinues this solicitation. *Last Fridays of the month in 2016 by which proposals are due: February 26, 2016; March 25, 2016; April 29, 2016; etc. The face of the sealed envelope must include the Applicant's name and address, along with the following information: PROPOSAL ENCLOSED - MAILROOM DO NOT OPEN Superintendent Gateway National Recreation Area 210 New York Avenue Staten Island, NY 10305 FORT HANCOCK RFP - Nonprofit Use The NPS will continue to accept responses to this Request for Proposals (RFP), in accordance with the schedule identified above, until all buildings available under this RFP are leased or the NPS discontinues this solicitation. Electronic submission of proposals to gateway_bmd@nps.gov is permitted though such submissions will not have been deemed received until NPS issues a written response acknowledging receipt. Telephonic proposals, faxes, and other means of transmittal will not be considered. Proposals or other materials submitted in response to the RFP will not be returned.
