Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-92. The solicitation number is: VA259-17-Q-0154, and it is issued as a request for quotation (RFQ). The VA is anticipating awarding a 5 year open market BPA in accordance with FAR 13.303 in result of this synopsis/solicitation. This solicitation is issued for small businesses. NAICS: 519130. SCOPE OF WORK: The vendor shall provide all sites on the Montana VHA (VAMTHCS) network with access to a single online, web-based, commercial off the shelf product. Authentication will be through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. An unrestricted number of simultaneous users are to have immediate access from any web-enabled computer within VAMTHCS. It is required that all authorized remote users with VPN access have access to the database. The ability to access the database remotely from outside the VAMTHCS network through password/ID or through Athens is highly desirable. THE PRODUCT SHALL INCLUDE: A core drug information product that contains information on dosage, adverse reactions, contradictions/precautions, drug interactions with recommended strategies, complementary and alternative medicine drug reactions, indications for use (both labeled and unlabeled with evidence to support use), pregnancy/lactation, and the ability to compare different drugs and treatments. Additionally, toxicology resources and IV compatibility components are required. The information shall be in a format suitable for use by pharmacists, attending level physicians, students, primary care providers, house staff, and other point of care health providers. Integration within database of commonly used resources/lists such as Beers Criteria Medication List, chemotherapy regimens, drugs with special order requirements, Institute for Safe Medication Practices resources, sound-alike/look-alike medications as well as clinical calculators and lab reference list. A pill identification program Highly desirable features include: the ability to compare multiple drugs concurrently and to generate a list of meds that can cause a certain adverse effect or have a particular contraindication or indication for use. Complementary/alternative drug information, content on pharmacoeconomic considerations, and data from clinical trials. INFORMATION QUALITY: Information is accurate, authoritative, and relevant. Drug information is presented succinctly, but with adequate detail to be useful to pharmacists and clinicians in determining most effective treatment from among treatment options. Best practice or evidence-based information is included in recommendations for therapy. Guidelines and summaries include references or sources. Patient information is complete, easy to read (follows plain language principles) and printable. Pill identifier has high quality, high resolution images that can be enlarged to show complete details. Identifier is searchable by imprint, color, shape, and scoring. USABILITY: Navigation within the system is logical and easy to use. There is fast access to topics and subtopics. Topic linking or indexing retrieves material of high relevance quickly. The product has user friendly help and direction aids. CURRENCY: Content areas are updated on a continuous, incremental cycle rather than on a single anniversary date for the entire product. ACCESS, CONTENT AND SUPPORT: Product is 508 compliant. (http://www.section508.gov/) The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment, including Internet Explorer web browser. The product is available 24/7 with 99% reliability.
