- QUESTIONS AND ANSWERS 1. Will the use of a Licensed Commercial Realtor and/or Real Estate Attorney be required to fulfill the contract? If so may either or both be a subcontracted? No, the use of a Licensed Commercial Realtor and/or Real Estate Attorney is not required to fulfill the contract. 2. Will the contractor be required to provide title services? If so may a title company be subcontracted? No, a contractor does not have to provide Title Services. Generally, BLM and/or contractor will work with title companies as necessary. 3. Where are the BLM offices located also how will the office the contractor's staff uses to telework be decided? BLM Offices are located in Santa Fe, Albuquerque, Socorro, Taos, Las Cruces, Roswell and Farmington. Telework will depend on space and selected contractor's proximity to the office. 4. Is there any archival documentation on past solicitations available that can be provided for the purpose of establishing a competitive bid? Past solicitation is not available at this time; nevertheless, it would be irrelevant to this solicitation as requirements specified in each solicitation are specific to that particular document. 5. Is there any documentation available prior to being awarded the contract that will allow us to determine the full scope of work and to estimate cost such as man hours required, total staff usage, amount of travel necessary etc. This information is listed on attached statement of work. 6. Are any of the Government furnished materials mentioned in the solicitation (MOU regarding Land Exchanges, case files, BLM Land Exchange Manual etc) available to view prior to award? Being that contractor is required to be on call does the BLM require contractor to establish an office in New Mexico for the length of the contract or may contractor employees travel to NM as needed? Contractor employees may travel to NM as needed. 8. Will all Contractors employees be required to comply with HSPD-12 or just those working on the contract? Employees only working on contract will be required to comply with HSPD0-12.
