Description
Continuous Process Improvement (CPI) Training Support Task Areas The following task areas describe the broad range of functions and tasks in support of this effort: 1. CPI Training Courses: The contractor will be expected to develop and deliver a wide variety of CPI training courses ranging from Executive/Senior Leader to Lean Six Sigma belt training (e.g., Green/Black/Master Black Belt) to Organizational Design/Redesign. The contractor will also be expected to develop and deliver additional complimentary training courses such as Facilitator training or Business Process Modeling Notation (BPMN) 2.0. 2. CPI Training Delivery Methods: The contractor will be expected to deliver and manage the logistics for CPI training courses in a wide range of modalities and environments, including traditional classroom, computer-based, blended (combination of classroom and computer-base), and Just-In-Time. 3. CPI Training Management: The contractor will be expected to manage all aspects of each training course, including class management (e.g., scheduling, materials, etc.) and training records management (e.g., maintenance of attendee records, etc.) The objectives of this requirement must be met by professional personnel who are highly skilled, and are keenly aware of the sensitivity associated with the information and areas in which they are performing. The Government anticipates that key personnel performing on this effort must meet the following minimum standards: CPI Instructors • Master's degree (PhD preferred) in an associated technical or line of business discipline or the equivalent years in experience. Master Black Belt certification or demonstrated equivalent experience is preferred. • At least five years, but preferred 10+ years of experience instructing CPI courses (e.g., Lean or Lean Six Sigma belt courses, CPI Executive Leader, Business Process Reengineering). • At least five years, but preferred 10+ years of experience leading CPI, Lean, Lean Six Sigma, Business Process Reengineering, and special projects • At least three years, but preferred 5+ years of experience leading special projects for Senior Executive Leadership, interacting directly with senior Government Officials. Content/Curriculum Designers • Bachelor's degree (Master's preferred) in Instructional Systems Design or an associated technical discipline or the equivalent years in experience. Master Black Belt or demonstrated equivalent experience is preferred. • At least five years of experience developing CPI courses (e.g., Lean or Lean Six Sigma belt courses, CPI Executive Leader, Business Process Reengineering) • Experience leading CPI, Lean, Lean Six Sigma, Business Process Reengineering, and special projects is highly preferable. To this end, the WHS Acquisition Directorate is seeking the following information from interested companies with respect to the following items/questions: 1. Describe your capability and experience designing and developing CPI training courses. For each course (including relevant CPI courses not mentioned in the task areas above) please describe the intended audience, length of course (days/weeks), and general course content areas. 2. Describe your capability and experience executing CPI training courses. For each course please include the delivery method (e.g., classroom, computer-based, etc.), number of times delivered, and period of delivery (date range). 3. Describe your capability and approach to staffing instructors for CPI training courses, particularly given the global nature of the Department of Defense. 4. Describe your capability and experience managing the logistics for CPI training courses, including coordination of classroom facilities (government and non-government), travel, lodging, meals and refreshments, and transportation to/from a hands-on review of a private sector application that highlights CPI principles relevant to the training course. 5. Please provide an estimated cost of the (1) development and (2) delivery of CPI training courses (on a per course basis) given the following scenarios: a. Executive Leader • 50%+ new material needed (past government course material exists) • Intended Audience and Size: up to 25 DoD Senior Executives and General Officers • Course Length: 2 days (incl. local transportation to hands-on review of private sector application of CPI principles) • Training Environment: Traditional Classroom b. Lean Six Sigma Black Belt • 80%-90% of relevant material exists (refresh needed) • Intended Audience and Size: up to 25 DoD employees • Course Length: 3 weeks • Training Environment: (a) Traditional Classroom and (b) Blended (combination of classroom and computer-based) c. Business Process Modeling Notation (BPMN) 2.0 • No government owned course materials • Intended Audience and Size: undefined/flexible • Course Length: 2 days • Training Environment: Traditional Classroom
