- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division's Contracting Office (AFLCMC/HNCK), Joint Base San Antonio (JBSA)-Lackland intends to award on a sole source basis a Fixed Price Requirements contract for the procurement and repair of the following Cryptographic COMSEC equipment: Noun: KIV-6 Module NSN: 5810-01-462-7870, P/Ns: 0N616061-10, 0N616061-12, 0N616061-20 NSN: 5810-01-439-8052, P/N: 0N616061-11 Total Best Estimated Quantity (BEQ) for 2 years: Procurement: 44 each Repair: 50 each The KIV-6 Cryptographic Computer is a component of the Combined Interrogator Transponder (CIT) Identification Friend or Foe (IFF) System. Item dimensions: 3.40" H x 2.05" W x 4.68" D. Detailed technical data and drawings for the procurement and repair of the KIV-6 module are not available from the Government. The current source of procurement and repair for this item is BAE Systems Information and Electronic Systems Integration, Inc., CAGE: 80249. Required Delivery: Production - 12 months after receipt of order; Repair - 30 days after receipt of assets or order, whichever is later. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source and FAR 6.302-4, International Agreement. The Government intends to make an award by June 2017. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within seven (7) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
