- N00164-15-G-WS82-P00002 - SOLE SOURCE - Northrop Grumman Systems Corporation - Electronic Systems Division (NGSC-ES) - Additional I-Level Maintenace Support: Test Equipment Modifications, Lab Assets, Parts, and Data - FSC 5865- NAICS 334220 Issue Date: 13 January 2017 - Closing Date: 27 January 2017 - 2:00 PM EDT THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164 -15-G-WS82 The Government has a requiremnt to procure additional Test Equipment Modifications, Lab Assets, Parts, and Data to address Diminishing Manufacturing Sources & Material Shortages (DMSMS) issues, ALQ-240 Electronic Support Measures Prime Mission Equipment (PME) Material Lay-In, as well as Engineering Services from the Original Equipment Manufacturer (OEM). Data deliverables are in accordance with Contract Data Requirements Lists (CDRLs), DD1423's. Naval Surface Warfare Center, Crane Division, intends to modify the existing sole-source N00164-15-G-WS82, a five-year, Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation - Electronic Systems Division (NGSC-ES), 7323 Aviation Boulevard, Linthicum, Maryland 21090 to satisfy the additional requirements. The anticiapted modification will increase the maxiumum to $87.23M. This action will be in accordance with the statuatory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responbsible source and no other supplies or services will safisfy agency requirements." Request for proposal will not be made available through https://www.fbo.gov. The request for proposal will be provided to NGSC-ES through electronic mail. The proposed noncompetitive action is anticipated to award under FAR Part 15, contracting by negotiation. The anticipated award date is 24 May 2017. Responsible sources may submit a capability statement, proposal, or quotation which may be considered by the agency. The proposed action will allow the Government to procure additional Test Equipment Modifications, Lab Assets, Parts, and Data for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
