- Solicitation Number: N00421-17-R-0018 NAICS - 488190 Notice Type: Sources Sought Description: The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program (PMA- 226), Contracted Air Services (CAS), MCAS Cherry Point, NC 28533, intends to procure Contracted Offensive Air Support for Training through contractor owned and operated aircraft to the Department of the Navy, other Department of Defense Agencies, Foreign Military Sales, and Government Contractors. Naval Aviation has defined a requirement to provide regionally based, geographically distributed aviation training capabilities to support adversary and offensive air support (OAS), specifically close air support (CAS), as conceptually presented in the Fiscal Year 2016 Marine Aviation Plan. The USMC Contracted Offensive Air Support for Training Program is required to meet the certification and qualification training and readiness needs for Navy and Marine Corps' current and future projected number of Forward Air Controllers (FAC), Joint Terminal Attack Controllers (JTAC), and Forward Air Controllers (Airborne). Locations include multiple continental United States (CONUS) sites and foreign and remote operating bases outside the continental United States (OCONUS). The planned period of performance will include 1-base year ordering period, and four one-year options ordering periods or a single five year ordering period. The Government expects to make an award on or about the third quarter of FY18. This acquisition will be issued as a Draft Request for Proposal (RFP) around March 2017 with an industry day to follow. Please note this is an estimated posting time, and it is the responsibility of the interested parties to monitor the Federal Business Opportunity website/FedBizOpps for all subsequent postings. Appendices and other documents are still in development and the government will post draft versions as they become available prior to industry day. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. Requirements: Respondents to this Sources Sought should describe their ability to support the following performance requirements and objectives: 1. Aircraft. One-seat trainer aircraft is required. A two-seat trainer that can support both dual pilot operations and observer operations is desired. The ability to conduct company owned / government operated (COGO) operations is also desired. a. Airspeed and Endurance. At a minimum be able to maintain 150 knots true air speed while carrying ordnance and/or external stores in accordance with an approved configuration. The aircraft shall be required to maintain 60 minutes to a desired 120 minute tactical time on station without any refueling operations (airborne or on the ground). b. Altitude. 500 feet Above Ground Level (AGL) to 15,000 feet AGL. Higher AGL altitudes desired. c. Ordnance Delivery. Straight-path dive delivery attitude of 15 degrees nose low, up to 30 degrees nose low desired. Level attitude release from 500 feet AGL to 15,000 feet AGL. d. Weapons/Ordnance. Ordnance allocation may be sourced from a combination of vendor owned and government owned munitions accounts; however, all ordnance shall be approved by the local installation and support USMC unit commander in accordance with training needs and local range regulations and local waivers. Vendors shall executing ordnance loading/unloading and handling in accordance with appropriate regulations. All platforms shall have a valid existing Weapons Danger Zone (WDZ) for the straight path dive release of Light Inert (BDU-33, MK-76, and Laser Guided Training Round (LGTR); or sufficient weapons release data for processing by the Government. (1) Required Ordnance: Light Inert (BDU-33, MK-76, and Laser Guided Training Round (LGTR) (2) Desired Ordnance: MK-80 series Inert Free Fall Bombs, Forward Firing Unguided Rockets - 2.75 and 5 Inch, Forward Firing Guns - Pod or airframe internal.50 caliber and above. e. Aircrew Systems (1) Communications Systems. Two Unencrypted VHF/UHF Line of Sight Radios. (2) Oxygen Systems. Required to support sustained operations above 10,000 feet above Mean Sea Level (MSL). (3) Mission Support Systems. Night Vision Devices (NVD) and compatible cockpit lighting to facilitate both day and night CCAS are required. Desired capabilities include: Helmet mounted cuing systems (HMCS) that are integrated into the aircraft's targeting/mission systems as well as approved tablets and associated radios, mounted and/or hand-held, that allow for the execution of digitally aided close air support over a variety of waveforms (e.g. ANW2, TTNT, VMF, and/or Link 16). f. Targeting and Downlinks. Electro-Optical and Infrared Sensors with video downlink, unencrypted (C,L, and/or Ku band). Additional sensors and markers desired. 2. Aircrew. Pilots should have a minimum of 750 tactical, fixed wing flight hours in a USN, USMC, or USAF jet aircraft which performs the close air support mission and have achieved a minimum of a division lead (4 ship) flight lead designation during their military career. To support COGO operations the government desires: a. Instructor Pilots to support COGO operations to train USMC pilots in the fundamental flight characteristics of the COGO aircraft, to include administrative and tactical procedures. b. Government Pilots. A flight syllabus that will allow USMC pilots to execute required aspects of close air support as the Pilot-In-Command (PIC). 3. Brief and debrief capabilities. Vendor service platforms and support personnel who are directly involved in training execution must have the ability to attend UNCLASSIFIED briefings and debriefings. Desired capabilities include aircraft equipped to provide post event visual Heads Up Display (HUD), sensor video with audio, and/or mission playback media. 2. Locations. Service platforms and support personnel shall be able to transit to and base from local airfields in the continental United States as well as onto military air stations (with approval from the local service authorities) to support OAS and TAC training operations in Restricted Airspace, Military Operation Areas, and Visual Flight Rules (VFR) Mutual Use Airspace. Primary ranges will be Marine Corps Base (MCB) Camp Lejeune, NC, MCB Twenty Nine Palms, CA, and Naval Air Station (NAS) Fallon, NV. Two additional locations in addition to those will be determined at a later time in the contracting process based on availability. 3. Sorties Required. The USMC requires enough contract air services capacity to execute approximately 1,000 hours up to 1,520 hours of OAS/TAC training support. The vendor shall be able to sortie two (2) aircraft for up to three (3) turns daily (Day and/or Night) at two separate sites simultaneously in vicinity of MCB Camp Lejeune, NC and MCB Twenty Nine Palms, CA. The government desires the capability to execute simultaneous operations at four (4) sites with two (2) aircraft sortied three (3) times daily (Day and/or Night). Vendor service platforms shall be able to execute sustained operations for 5-7 days without interruption and routinely be prepared to execute 10-14 day events. 4. Maintenance. Contractor owned and operated maintenance support package that is on-site to support operations or permanently located at a base of operations that will properly support sortie generation and execution. The aircraft maintenance services provided shall be adequate to maintain the aircraft and avionics systems on the contractor aircraft and the Government Furnished Property (GFP) systems up to the allowable limits prescribed by the Original Equipment Manufacturer (OEM). Aircraft used in the performance of this contract shall be maintained in accordance with the aircraft's FAA airworthiness certificate and the requirements of the 14 CFR as well as DCMA Inst 8210.1. 5. Aircraft must be able to attain a US Navy airworthiness certification i.e. Interim Flight Clearance (IFC), which could potentially be achieved after contract award. In support of the IFC process, the following information is required to be available for Government review, records documenting the airworthiness of the aircraft and aircraft modifications, including Statements of Compliance With Airworthiness Standards (FAA form 8110-3), Major Repair and Alteration records (FAA form 337), Flight Manuals and Flight Manual Supplements, Instructions for Continuing Airworthiness, Supplemental TYPE Certificates, etc. 6. All Contractor personnel who have access to classified material during the performance of this anticipated contract shall have the appropriate security clearances. All Contractor aircrews and any other personnel who in the conduct of their normal work would be aboard the aircraft during a classified mission, including ordnance technicians, shall have SECRET security clearances. The anticipated North American Industry Classification System (NAICS) Code utilized for this acquisition is 481219. The Product Service Code (PSC) is V121. All data received in response to this sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. Interested Businesses should submit a brief capabilities statement package (no more than ten (10) one-sided, 8.5x11inch pages in length with font no smaller than 10 point) demonstrating the ability to perform the services listed in this notice. Capabilities documentation must address, as a minimum, the following: 1. Company Profile: Office location(s), annual revenue history, include number of employees, statement indicating business size and if company is small, small disadvantaged business (SDB), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), or 8 (a) business. Note: Offerors responding to this notice as a small business concern must be certified and qualified as a small business under NAICS 481219, registered in the System for Award Management (SAM) and certified in the Online Representations and Certifications Application (ORCA) as a small business concern. 4. Capabilities: This information will be used to develop options and to shape any resulting acquisition strategy. Include related assumptions, issues, and risks, as well as associated costs. The Government is considering a possible hybrid approach using Company Owned and Government Operated (COGO); therefore, we request that cost data be reasonably broken-out (i.e., aircraft, modifications, fuels, personnel, support equipment, etc.) vice being simply rolled up into a total cost per flying hour. a. Aircraft. Identify aircraft to meet both required and desired capabilities. Identify costs associated with capabilities. Discuss any airworthiness certifications (civil or public) and ordnance approvals (i.e. WDZs). Actual documentation is not required or desired at this time. b. COGO. The purpose of the COGO option is to facilitate USMC pilots flying sorties in support of Marine training requirements while providing additional flight time. The contract may be executed COCO, COGO, or as a combination of both, as long as vendors provide flexibility to execute CCAS as required to meet the government training needs. Pilot-at-the-Controls options which a vendor may propose as an alternative are of interest to the government. c. Basing and Maintenance. Discuss plans and concerns associated with basing and supporting contract aircraft. All responses must be sufficient to permit agency analysis to establish bona fide capability to meet requirements.
