Description
PROJECT OVERVIEW: The U.S. Fish and Wildlife Service Region 6, is issuing a Request for Proposal (RFP) to provide all labor, material, and equipment necessary for the removal of approximately 14.8 miles (1.7 miles woven/barbed wire combination, 13.1 miles barbed) existing fence, and the installation of a new 4 strand barbed wire fence of approximately 13.1 miles. The new fence will primarily consist of wood posts. Calculated length of removal and installation will be close to actual lengths; however the exact quantity of necessary bracing and wood posts will be dictated by site conditions and the specifications. The work is located at the Crescent Lake National Wildlife Refuge; located in Garden County, Nebraska. This procurement action is being solicited as a Small Business Set-aside. The NAICS code is 238990, All Other Specialty Trade Contractors; with a size standard of $15 million. The estimated magnitude for this project is between $100,000 and $250,000. The performance period is 90 calendar days from the Notice to Proceed date. The Notice to Proceed date will be negotiated based on the site conditions. This requirement is being procured in accordance with FAR Part 36, "Construction and Architect-Engineer Contracts" and FAR Part 15 "Contracting by Negotiation". Solicitation package number F17PS00070 will include the Solicitation Forms (SF1442), Statement of Work and other attachments as required. Documents will be posted to the https://www.fbo.gov and available on https://www.fedconnect.net public opportunities on or about December 16, 2016. Contractors MUST be registered in the System for Award Management (SAM) in order to participate in this requirement. The SAM registration site can be found at https://www.sam.gov. Payments will be made via Electronic Funds Transfer (EFT) using the data contained within the SAM registration database.
