Description
The United States Department of Transportation, Federal Railroad Administration (FRA), Office of Acquisition Services, under the authority of the Federal Acquisition Rules (FAR) Part 12, Acquisition of Commercial Items, intends to issue a sole source contract to Corys Thunder, Inc. of Jacksonville, FL for an update for the Corys TESS, MATRIX 3D simulation and modeling system software that operates FRA's Cab Technology Integration Lab (CTIL). The justification is as follows. Corys Thunder, Inc. is the system integrator for the FRA's CTIL. The system software that operates the CTIL is a proprietary product of Corys Thunder. The acquisition will be to update the software to include track routes of the Northeast Corridor from Wilmington, DE to New York, NY. This will enhance and expand the CTIL track database. Corys Thunder will obtain the applicable Northeast Corridor rail track layout data and modify track data to be compatible with the Corys software residing on the FRA's CTIL. FRA previously acquired the Corys TESS, MATRIX 3D simulation and modeling system to ensure that the CTIL simulation lab would be compatible with the larger contingency of railroad operators also using the Corys system. This approach facilitates future research efforts with the rail industry and allows for software resources to be shared. The proprietary nature of the Corys system makes use of any other simulator software system incompatible. Proprietary development of simulators is a standard in the simulator manufacturing industry. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
