- Request for Expression of Interest, Armored Vehicles Purchase To whom it may concern, On behalf of the U.S. Department of Energy, the Pacific Northwest National Laboratory (PNNL) anticipates future requirements for the purchase of right and left hand drive vehicles with protective armoring, to be deployed outside of the United States. Vehicle types consist of light-weight pickup trucks, small SUVS, and a variety of other utility type vehicles. In order to support the weight of the armoring, while minimizing payload impacts, the suspensions are required to be modified and composite light weight armoring must be utilized to the extent possible. Exterior body panels and glass must be armored in a manner which does not adversely alter the original exterior factory appearance. PNNL is conducting market research to identify armoring companies who are capable of providing the below outlined services. Capable firms should respond by addressing each of the following five (5) requirements: 1. Capable of armoring vehicles with a B6 ballistic protection level. Provide the appropriate certifications documenting ballistics testing, 2. Capable of providing light-weight composite armoring, also rated for the B6 ballistic protection level with certifications documenting ballistics testing (Please provide an indication as to the per square foot weight of steel and composite armoring materials), 3. Experience purchasing multiple vehicles in foreign countries, 4. Experience conducting armoring operations outside the U.S., 5. Experience shipping armored vehicles outside the U.S. Interested parties capable of providing armored vehicles meeting these general requirements, should submit a summary of their capabilities with respect to the items noted above. This summary should include but is not limited to: established marketing documents, product specifications documenting capabilities, unit weights (e.g., pounds per square foot) of the steel or composite armoring materials employed in armoring and a list specifying vehicle makes and models previously armored.
