Description
In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures. The Federal Aviation Administration (FAA) intends to award a purchase order to Inventive Electronics of Niceville, Florida to meet testing requirements for various Primary and Secondary Radar systems in support of Program Office ANG-E55. Specifically, this procurement is for a Radar Environment Simulator (RES), 2nd Generation Radar Target Generator (RTG) (L/S Band) as well as Mobile Radar Analysis Support System for Sites (RASS-S) Workstation for the Mode-S Program. Currently, there are three FAA Second Level Engineering organizations that use the RES, which have been previously procured via Inventive Electronics. ANG-E55 has an existing need to replace their internally developed simulators as they are beginning to fail and impact the mission of the subject organization. In an effort to standardize test equipment used by the FAA and to utilize the previously developed test scenarios ANG-E55 determined it is in the best interest of the agency to purchase equipment currently used in the FAA. Research has revealed that Inventive Electronics is the sole manufacturer of the specific RES and its components. Inventive Electronics retains the proprietary data rights and is the only vendor capable of providing the required RES Workstation. There are no third party resellers. A competitive acquisition is not available for this requirement. The FAA is not seeking or accepting unsolicited proposals. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
