- Product Description Contract Data Requirements Lists A001 & A002 Request for Information 3070 Test Station Upgrade 10 December 2017 1.1 Purpose/Description The Government is conducting market research to identify potential sources that possess the data, expertise, capabilities, and experience to meet qualification requirements to upgrade the two 3070 Test Stations. The Government has determined that this system is a commercial item. Commercial item descriptions, commercial vendor catalog or price lists or commercial manuals assigned a technical manual number apply. The contractor shall provide all labor, transportation (including travel and per diem), equipment, materials and services to install components as a part of the upgrade to two Government-owned Agilent 3070 Series II test systems. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. The stations must perform at the manufacturer's original specifications once calibrated. The work will be performed in Bldg. 645 at Robins AFB, Georgia 31098. The Government does not own or have access to the data for these items. Agilent/Keysight is the OEM. Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. 1.2 Requirements Upgrades includes provisions for the following: 1.1.1 Station 1 (SN US34240046): 1.1.1.1 Upgrade from 2 ea. 03066-66511 Ctrl_Pls, Control Plus Cards each with 4Mb RAM to 2ea E4000-66512 Ctrl_Xt, Control XT Cards each with 64Mb RAM, minimum. 1.1.1.2 2 ea. E4000-61631 ControlPlus to ControlXT Adapter Cables 1.1.1.3 2 ea. E4000-61627 High Speed Link Cables 1.1.1.4 1 ea. E9900-68700 10BASE-T to Ethernet Converter w/Power Supply Including LAN Cables to Controller and Control XT Cards 1.1.1.5 Following upgrade, all cards must be recognized in station configuration, pass station diagnostics and the system must verify as an upgraded type upon completion of installation. Calibration of the test head must be performed and recertified. Refurbished substitutions are allowed. 1.1.1.6 Addition of External Equipment to Existing Support Bay Including: 1.1.1.6.1 2 ea. Agilent 6634B Power Supplies w/Rack Mounting Hardware 1.1.1.6.2 1 ea. Agilent 54624A 4 Channel 100MHz Oscilloscope 1.1.1.6.3 1 ea. Agilent 33220A Arbitrary Waveform Generator w/Rack Mounting Hardware 1.1.1.6.4 1 ea. Agilent 33250A Arbitrary Waveform Generator w/Rack Mounting Hardware 1.1.1.6.5 1 ea. Agilent 3458A System Voltmeter w/Rack Mounting Hardware 1.1.1.6.7 NIST Calibration Certification completed within 1 month of contract award must be provided for all Instruments. 1.1.2 Station 2 (SN US34240041): 1.1.2.1 Upgrade from 18 ea. 03066-66521 Hyb_B, Hybrid Advanced B Revision, 12 MP/s Pin Cards to 18ea E4000-66550 HHADD2 Hybrid High Accuracy Double Density, 20 MP/s, Pin Cards. The contractor shall install either 20 MP/s cards that are original 20 MP/s cards from Agilent / Keysight Technologies or 20 MP/s cards with firmware / software upgrades performed by Agilent / Keysight Technologies. The contractor shall not install 20 MP/s cards with firmware / software upgrades performed by companies other than Agilent / Keysight Technologies. 1.1.2.2 Upgrade from 1 ea. 03066-63602 12MP/s System Card Assembly, 1ea 03066-63602 20MP/s System Card Assembly. Agilent 6634B Power Supplies w/Rack Mounting Hardware 1.1.2.8.2 NIST Calibration Certification completed within 1 month of contract award must be provided for all Instruments. 1.2 Warranty: A one (1) year warranty to include all hardware shall be provided. 1.3 Delivery: Installation of the upgraded components shall be completed within 30 calendar days after date of contract award. INSTRUCTIONS: 1. The document(s) below contain a description of the 3070 Test Station Upgrade requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company's capability. 2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) a. Part II. Capability Survey Questions A. General Capability Questions: 1. Describe briefly the capabilities of your facility and nature of the goods and/or services you provide. Include a description of your staff composition and management structure. 2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager). 3. Describe your company's experience in upgrading test stations such as the 3070 Test Station. 4. Describe your company's capabilities for generating, handling, processing and storing classified material and data.. 5. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items.. W hat is you r compan y's current max imum capacit y pe r month for this parti cular t ype of requirement? Provide information on any facility reserves you may possess to increase capacity in the event of an immediate need do to critical operational mission requirements. 6. What quality assurance processes and test qualification practices does your company employ? Provide a description of your quality program (ISO 9001, AS9100, etc.). a. Include a detailed listing of facilities and equipment, including quantities, required to satisfy the requirements of this effort. a. Provide an outline of the proposed process, including inspections. i. State the type of test procedures are anticipated for this effort. ii.
